Recommendation: Staff recommends that the Surveillance Advisory Board
direct staff to place a future discussion item on a Board agenda regarding a
SAB recommendation concerning the potential rescission of the Flock Safety
technology agreements. The future agenda item should include relevant
information regarding the existing agreements, the City's surveillance use
policy, legal and operational considerations, and any other information
necessary to assist the Board in determining whether to make a
recommendation to the City Council regarding the potential rescission of the
agreements.

Cell Site Simulator (CSS)
Deployment Log
Calendar Year 2026
The Vallejo Police Department recognizes the public interest in ensuring that cell site simulator technology is appropriately used and monitored and seeks to be
transparent with its usage. Please note that the cell site simulator is merely an investigative tool to find a cell phone. Results from the cell site simulator alone
are never used establish probable cause for an arrest or search.
A deployment is defined as any time the cell site simulator is turned on and used to find a target phone. The cell site simulator might be deployed several times
to find the same phone even if previously successfully located. Each deployment in the log is not necessarily a separate phone that was searched for. An arrest
is not necessarily effected even if a phone is located. There are many factors that determine when and arrest will be effected.
Authorized Purpose Codes:
(A) Locate missing persons
(B) Locate at-risk individuals
(C) Locate victims of mass casualty incidents
(D) Assist in felony investigations
(E) Apprehend fugitives

RECOMMENDATION
Consider and vote on the appointment of a third member to the Facial Recognition Ad-Hoc Committee.
BACKGROUND AND DISCUSSION
At the SAB may 21st meeting, Board Member Owen requested that an item be placed on the agenda to
consider whether the board should move forward with discussing the development of a facial recognition
policy. The board has since agendized this item. At this meeting the board will recommend the establishment
of a facial recognition ad-hoc committee and determine, membership, scope, and responsibilities.
At the July 16th Surveillance Advisory Board (SAB) meeting, two members were appointed to the Ad-Hoc
Committee. However, because Board Members Naran and Cohen-Thompson were absent, the Board agreed
to provide them with the opportunity to participate before filling the remaining positions on the Ad-Hoc
Committee.

RECOMMENDATION
Staff recommends that the Surveillance Advisory Board direct staff to place a future discussion item on a
Board agenda regarding a SAB recommendation concerning the potential rescission of the Flock Safety
technology agreements. The future agenda item should include relevant information regarding the existing
agreements, the City's surveillance use policy, legal and operational considerations, and any other information
necessary to assist the Board in determining whether to make a recommendation to the City Council regarding
the potential rescission of the agreements.
BACKGROUND AND DISCUSSION
At its July 16, 2026, meeting, Board Member Bras requested that a future agenda item be scheduled for the
Surveillance Advisory Board to discuss the City's existing Flock Safety agreements. The purpose of the
discussion is to provide the Board with an opportunity to review the current agreements, evaluate their
implementation and effectiveness, and determine whether it wishes to make any recommendations to the City
Council regarding the agreements, including their continuation, modification, or rescission.
Consistent with its advisory role under the City's Surveillance Technology Ordinance, the Surveillance
Advisory Board may review the use and governance of surveillance technologies and provide
recommendations to the City Council. Any decision regarding the approval, amendment, or termination of City
agreements remains within the authority of the City Council and must be carried out in accordance with
applicable City policies, procedures, and contractual obligations.

Chair Lee requested that the Surveillance Advisory Board consider agendizing a future discussion regarding
opportunities for Board members who are interested in volunteering in support of Police Department staff. The
purpose of the discussion is to explore whether there are appropriate volunteer opportunities that are
consistent with the Board's advisory role and applicable City policies.
Any potential volunteer activities would need to be clearly defined to ensure they do not create conflicts with
the Board's oversight responsibilities, compromise the Board's independence, or involve access to confidential
information beyond what is authorized. The future discussion would allow the Board to identify potential
volunteer roles, review any legal or policy considerations, and determine whether a formal volunteer
framework should be developed. Step 1 of 2.
