SPECIAL MEETING MINUTES
JULY 29, 2026

CALL TO ORDER

Mayor Man called the City Council Special Meeting to order at 7:02 a.m. in the City Hall Community Room
located at 9701 Las Tunas Drive, Temple City.

ROLL CALL

PRESENT: Councilmember — Chavez, Sternquist, Yu, Chen (arrived at 7:04 a.m.), Man
ABSENT: Councilmember — None

ALSO PRESENT: City Manager Cook, Community Preservation Officer Tran, Community

Services Officer Carrillo, Community Services Officer Nolasco
Acting Captain Hernandez, Deputy Bui. Deputy Felix, and Deputy Swartz
PUBLIC COMMENT ON ITEMS NOT LISTED ON THE AGENDA

Jerry Jambazian, Temple City business owner, commented about the use of flock cameras and if it is a
viable tool for law enforcement. He also reported that the speed radar near Longden Elementary School
is not working, announced National Night Out next week and what assets will be brought out by law
enforcement and public safety, and asked if the 100" anniversary of the Temple Station will still be
celebrated.

Miss Temple City, Mia Vargas shared with the City Council the Student E-Bike Policy & Permit
Agreement for the High School she drafted.

COMMUNICATIONS

City Manager Cook announced that to comply with SB 707, the City Council Special Meeting for law
enforcement monthly update now meets in the Council Chambers instead of the City Hall Community
Room and conducted in hybrid format with both in-person and remote participate available. He shared
that a new Captain has been selected, Sherif Morsi, currently lieutenant for the City of Industry and
thanked Acting Captain Hernandez for effectively keeping the station running over the past month. He
provided an updated on the City’s Community Services Officer (CSO) Program and thanked Deputy Bui
for working with the CSO and mentoring them.

Deputy Bui introduced the Temple Station Volunteers on Patrol Program and invited the residents to
get involved.

Deputy Bui provided an overview of the sex offender registrants, paroles, and probationers in the city
for the month of June 2026.

J. UPCOMING EVENTS FOR AUGUST 2026
Deputy Bui announced upcoming meetings and events that will be conducted in the City.

City Council thanked Acting Captain Hernandez and the dedicated deputies for their service.
Acting Captain Hernandez thanked the City Council for their support.

City Council directed staff to provide education/information to seniors on how to watch out for
frauds and scams, to report at the next Council meeting the public assets that would be present at
National Night Out and mentioned that the radar speed sign on Longden Avenue in front of the
elementary school needs maintenance. Councilmember Sternquist shared that Foothill Transit can
provide a bus to serve as a cooling center on National Night Out for the attendees if the heat wave
continues. City Council expressed appreciation to the Acting Captain and the deputies for the
service they provide.

City Council acknowledged Miss Temple City for attending the meeting to talk about E-Bike Safety
and the residents for staying engaged about community public safety.

Captain Hernandez answered questions regarding the use of Flock Camera data and the retention
of the information.

John Xu, Temple City resident, shared that burglaries seemed to have declined in his neighborhood.
