1. CALL TO ORDER

Mayor Man called the City Council Regular Meeting to order at 7:02 p.m. in the Council Chambers
located at 5938 Kauffman Avenue, Temple City.

2. ROLL CALL

3. INVOCATION - Pastor Kelty, Community of Christ, provided the invocation.
4, PLEDGE OF ALLEGIANCE - City Manager Cook lead the pledge of allegiance.

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA

Kazuko Yamaguchi, Temple City resident, complained about the constant and loud pickleball noise. She
asked the city to prohibit any pickleball noise before 7 a.m.

Jeff Gordon, Temple City resident, talked about recurring burglaries in his neighborhood on Olema
Street. He asked for more targeted patrols between 10 a.m. to 3 p.m. and talked about partnership
between law enforcement and the residents.

Phil Raacke, Temple City resident, made comments about burglaries in his neighborhood on Olema
Street and spoke in favor of Flock cameras.

Mayor Pro Tem Chen made a motion to approve the Consent Calendar Items. Seconded by
Councilmember Yu and approved by the following votes:

D. APPROVAL OF PURCHASE AGREEMENT WITH PACKET FUSION, INC. FOR PHONE SYSTEM
AND SUPPORT SERVICES

The City Council is requested to approve an agreement for the upgrade, implementation, licensing,
and support of the City’s phone system.

Action:

1. Approved a six-year agreement with Packet Fusion, Inc., in an amount not to exceed $88,770.95,
for the upgrade, implementation, licensing, and support of the City's phone system; and

2. Authorized the City Manager to execute the agreement and any related documents, subject to
approval as to form by the City Attorney.

F. ADOPTION OF RESOLUTION NO. 26-2890 APPROVING PAYMENT OF BILLS FOR FISCAL
YEAR 2026-27

The City Council is requested to adopt Resolution No. 26-5890 authorizing the payment of bills for
fiscal year 2026-27.

8. PUBLIC HEARING

A. ANIMAL CONTROL ORDINANCE AMENDMENTS FOR POTENTIALLY DANGEROUS AND
VICIOUS DOGS

The City Council is requested to consider adopting an ordinance amending the City’s municipal code
relating to dangerous dog regulations, enforcement procedures, and administrative citation authority.

City Manager Cook gave a brief overview of the proposed ordinance and stated that if the ordinance
is adopted, it will become effective in 30 days.

Community Development Director Reimers explained that the city already adopted most of Los
Angeles County's animal control regulations (Title 10) by reference but previously did not include the
sections on potentially dangerous and vicious dogs. He recommended now adding those sections
back in the city's code so there is a clear, consistent, process aligned with standard practice in
nearby cities for investigating complaints, holding hearings with neutral third-party hearing officers,
and imposing conditions on dangerous dogs.

City Council asked questions and made comments regarding the proposed ordinance.

Nikole Bresciani, Inland Valley Humane Society, answered city council questions regarding the
process of handling dangerous/vicious dogs and the citation hearing procedures.

Mayor Man opened public hearing.

Jeff Gordon, Temple City resident, expressed that dog owners of inherently aggressive dog breeds
should be required to obtain a special license.

Hearing no request to speak, Mayor Man closed public hearing.

Councilmember Sternquist made a motion to adopt Ordinance No. 26-1089 amending Chapter 6 of
Title 3 of the Temple City Municipal Code to revise the City’s adoption by reference of Title 10 of the
Los Angeles County Code relating to animal control, including Chapter 10.37, “Potentially
Dangerous and Vicious Dogs,” and to clarify animal control enforcement and administrative citation
authority. Seconded by Mayor Pro Tem Chen and approved by the following votes:

11. UPDATE FROM CITY MANAGER - announced that the city’s animal control service provider, Inland
Valley Humane Society, will host another low-cost mobile spay/neuter clinic outside Primrose Park next
month. He thanked them for making that service available to our residents. He addressed Ms.
Yamaguchi’s comment regarding pickleball noise and shared that the city will be exploring options to
reduce the noise that comes from the pickleball courts. He also addressed Mr. Gordon’s concerns
regarding public safety and shared that the Sheriffs Department are actively working on the crimes and
expressed appreciation to the residents for communicating their concerns to the city.

12. UPDATE FROM CITY ATTORNEY - reported that the California Attorney General has recently sued five
cities over housing elements and zoning that don’t comply with state law but emphasized that Temple
City is in good standing and has a cooperative relationship with the state housing department. He also
stated that there is no update on the litigation matter that has been scheduled for closed session and
requested that the Mayor pull the closed session item from the agenda.

Mayor Man announced the standing committee's upcoming meeting on Thursday, July 23 at 4 p.m.
in the City Hall Conference Room.

Councilmember Chavez reported on the standing committee’s meeting on July 9, 2026. Staff
provided an overview of how the City of Los Angeles has been addressing homelessness, focusing
on Measure H and local partnerships.

14. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA

A. COUNCILMEMBER CHAVEZ - reported that the City’s Sister City student ambassadors left for
Australia last week. Thanked the residents for coming to the meeting to share their concerns.

B. COUNCILMEMBER STERNQUIST — commented on the pickleball court hours and noise and
shared that the Mosquito and Vector Control District has released approximately 6 million sterile
male mosquitoes in Baldwin Park. Invited everyone to National Night Out in August.

C. COUNCILMEMBER YU — announced upcoming city council special meeting with law enforcement
on July 29, at 7 a.m. in the Council Chambers.

D. MAYOR PRO TEM CHEN - Thanked the residents for coming to the meeting to share their
concerns. He praised Councilmember Sternquist for bringing mosquito control resources into local
schools. Shared that he will be attending Metro's State of Agency transportation briefing, and he
would like the city to re-examine parking requirements, so it does not unnecessarily hinder
commercial and economic development.

E. MAYOR MAN - thanked the residents for coming to the meeting and expressing their concerns with
Council. He highlighted the city’s ongoing investments in targeted patrols and invited residents to
the monthly law enforcement summary meeting.

15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA —

Roy Liao, Temple City resident, expressed frustration that despite multiple visits to council meetings, he
has not seen improvements on neighborhood safety. He added that residents on his block are also
concerned about the infrastructure of their street.

Jeff Gordon, TC resident, commented on the poor condition of his street and asked that it be prioritized
for repairs ahead of streets that are in better shape.

Jerry Jambazian, Temple City business owner, recalled that in his tennis-playing days that the tennis
courts were never open before 7 a.m. He recommends that the city requires sound deadening
pickleball paddles during early morning hours.

Kazuko Yamaguchi, Temple City resident, shared that she already suggested noise reducing pickleball
equipment to Parks and Recreation Director Matsumoto.
