CALIFORNIA ENVIRONMENTAL QUALITY ACT
The California Environmental Quality Act (“CEQA”) is the state law that requires the City to evaluate and document
the potential environmental consequences of discretionary decision. (See, California Public Resources Code
Sections 21000-21189.3; and the “CEQA Guidelines” at California Code of Regulations Title 14, Division 6, Chapter
3, Sections 15000-15387). For each item that requires a CEQA determination by the City Council, there is a
reference to that determination on this agenda, and more information regarding the CEQA analysis is included in
the documents that accompany this agenda. To the extent that City staff determines that particular items are not
subject to CEQA, there will be no indication of a CEQA action on this agenda.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS
Pursuant to Government Code § 84308, City Council Members are disqualified and not able to participate in any
agenda item involving contracts (other than competitively bid, labor, or personal employment contracts), franchises,
discretionary land use permits and other entitlements if the City Council Member received more than
$500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any

PRESENTATION OF WRITTEN MATERIALS TO COUNCIL
In order to ensure that Councilmembers have adequate time to consider written materials concerning agenda items,
it is strongly recommended that such materials be submitted to the City Clerk by noon the date preceding the Council
meeting.
MEETINGS RECORDED AND TELEVISED
City Council meetings are broadcast live and are replayed periodically on Cox Communications Local Access
Channel 854. Meetings are also available for live-stream or post meeting viewing from the City’s website. Meetings
are also recorded via audio CD and/or DVD and retained as a City record in accordance with the City’s records
retention schedule.
USE OF ELECTRONIC VISUAL AIDS BY PUBLIC AT MEETINGS
To allow staff adequate time to confirm software compatibility, individuals wishing to utilize electronic visual aids to
supplement their oral presentations at the meeting, must submit the electronic files to the City Clerk by no later than
12:00 p.m. on the day of the meeting. Only compatible electronic formats will be permitted to be used on City
audio/visual computer equipment. Staff makes no guarantee that such material will be compatible, but will use its
best efforts to accommodate the request. Electronic presentations shall be limited to visual media, without
prerecorded audio narration, that augment a live verbal presentation addressed to the City Council. The display of
visual media shall be ancillary to, and not presented in place of, live verbal narration. Members of the public shall

Planning Commission.

To continue serving the City of San Clemente as a Planning
Commissioner. I have served on the Planning Commission for
the past five years, including three consecutive years as
Chairman, and four years on the Design Review
Subcommittee.
I am deeply committed to continuing in this role to uphold the
essential function of the Commission as an objective review
body for City permits. The Commission plays a critical role in
interpreting and applying the City’s zoning regulations and
General Plan. It is important to recognize that our responsibility
is not to create policy, but to apply it fairly, consistently, and in
accordance with the law.
Throughout my tenure, I have seen firsthand the importance of
maintaining an unbiased and disciplined approach when
evaluating development proposals. The integrity of the process
depends on decisions that are grounded in adopted standards,
not personal preference.
As Chairman, I have led numerous well-attended and often
complex public hearings. These meetings frequently involve
strongly held viewpoints and extended deliberation. In that
environment, it is essential to maintain professionalism, ensure
that all voices are heard, and guide the Commission toward
thoughtful, well-reasoned decisions.
I would like to continue serving in this capacity to provide
experienced leadership, uphold the integrity of the

Commission’s role, and ensure that decisions are made with
fairness, consistency, and respect for the community.

5. Please explain how your
background and experience
would contribute to the
Planning Commission.

I bring over 40 years of experience as a corporate technology
executive, including senior leadership roles at Fortune 500
companies in Orange County and at the University of
California, Irvine. Throughout my career, I have served as a
facilitator and consensus builder, working collaboratively with
large and diverse stakeholder groups to implement complex
strategies and lead large-scale enterprise programs.
Prior to moving to San Clemente, I served for approximately 10
years in public office in the City of Irvine, including roles as a
Finance Commissioner, Planning Commissioner, and City
Councilmember, where I filled a mid-term vacancy for two
years. During that time, I gained extensive experience with
General Plan updates, transportation modeling, Environmental
Impact Reports, and the land use planning process.
In San Clemente, my service on the Planning Commission has
further expanded my experience in zoning and regulatory
matters. I have been actively involved in complex code
interpretation and updates to improve clarity, streamline
application processes, and modernize development standards,
many of which were ultimately adopted by the City Council.
In reviewing development applications, I focus closely on the
details, particularly the conditions of approval, to ensure they
are clear, enforceable, and appropriate for each project.
As Chairman of the Planning Commission, I have worked to
foster a collaborative and respectful environment among
commissioners, City staff, applicants, and the public. I have
chaired dozens of public hearings, often involving differing
viewpoints. In those situations, I guide the discussion by
breaking down key issues, addressing them one at a time, and
working toward solutions that are consistent with the General
Plan, zoning regulations, and design guidelines, while also
respecting the applicant’s objectives and community input.
As a member of the Design Review Subcommittee, I also work
directly with applicants, many of whom are unfamiliar with the
City process. I take time to explain how their project fits within
the review framework and how City design standards are
applied, with the goal of helping them move forward
successfully while achieving outcomes that reflect San
Clemente’s “Village by the Sea” character.

the top three qualities of
San Clemente that should
remain unchanged for
future generations.

1. Coastal small-town character and preservation of the
“Village by the Sea” vision
San Clemente’s defining quality is its coastal small-town
character. Its beaches, ocean views, walkable shoreline, and
walkable downtown core within the T-Zone are central to the
community’s identity and quality of life. These assets support
recreation, local businesses, and the overall well-being of
residents and visitors.
The City’s General Plan, view corridor protections, architectural
zoning overlays, and design guidelines play an essential role in
preserving this character. Consistent application of these
standards is critical to maintaining the scale, compatibility of
development, and visual identity that define San Clemente.
Equally important is preserving public access to our beaches,
trails, and coastal resources for residents and visitors.
At the same time, the City must thoughtfully navigate evolving
State housing and development requirements, which are
limiting local discretionary review. It is important that, to the
extent allowed by law, these mandates are implemented in a
manner that remains consistent with San Clemente’s character,
design standards, and community values.

2. San Clemente’s Spanish Colonial Revival architecture is a
cornerstone of its identity.

Landmarks such as Casa Romantica, the Ole Hanson Beach
Club, and the Miramar Event Center site reflect the City’s
origins, while recent projects like the Hotel Clemente on Del
Mar and 10Ten Santiago Mixed-Use project demonstrate how
thoughtful design can blend historic preservation with new
development.
Maintaining strong architectural standards ensures continuity
between past and present. Protecting this heritage requires
disciplined, long-term stewardship to prevent incremental
changes that erode the City’s character over time, while
allowing appropriate, well-designed projects to contribute to its
evolution.
3. Strong sense of community, civic engagement, and public
safety
San Clemente benefits from an engaged and active community
with a strong tradition of civic participation. This involvement
strengthens decision-making and reinforces accountability in
local government.
Equally important is maintaining a safe, family-oriented
environment. Community design, public spaces, and
infrastructure should support accessibility, interaction, and
safety. Preserving these qualities requires thoughtful planning
that balances growth with the capacity of infrastructure and
services, ensuring the City remains livable, cohesive, and
resilient for future generations.

8. In your opinion, what are
the three characteristics
that are most in need of
correction.

1. Downtown parking and access to the commercial core
Downtown and coastal parking has become a real challenge,
and it is starting to impact our local businesses. Many residents
and visitors are making fewer trips because it is simply too
difficult to find convenient parking. In areas like the Del Mar/TZone and Pier Bowl, the issue is less about total supply and
more about turnover and how the system is managed.
A parking structure may be a longer-term policy consideration;
however, the current parking study identifies several near-term
actions that can significantly improve access, turnover, and
system performance.
Considerations:
• Expand parking enforcement coverage and hours on Del Mar
to encourage turn-over
• Modernize parking meters with card and mobile payment

options
• Secure additional public parking through private lot
partnerships and encourage employees to park outside prime
customer areas such as Del Mar and Granada
• For new development that cannot meet parking standards,
establish an in-lieu fee program in place of parking waivers
• Expand trolley and local shuttle services to reduce parking
demand
• Deploy license plate recognition technology to improve
enforcement efficiency
• Improve wayfinding and signage to direct drivers to available
parking
2. Managing natural hazards and external environmental
impacts
San Clemente faces increasing challenges from natural
hazards, including beach erosion, bluff instability, and wildfire
risk. These issues are interconnected and require a more
coordinated, long-term approach focused on prevention,
resilience, and science-based solutions.
From a planning and policy perspective, this includes
prioritizing land use decisions that reflect these risks. This may
involve strengthening standards related to siting, setbacks,
drainage, and hillside development to reduce exposure to
erosion and instability. It also includes supporting policies that
advance long-term sand replenishment and retention
strategies, and ensuring that wildfire risk is addressed through
defensible space, vegetation management, and community
design.
Equally important is maintaining consistency between the
General Plan, zoning regulations, and development review to
ensure that resilience is built into projects from the outset,
rather than addressed after the fact.
The proposed intensification of the Prima Deshecha Landfill
represents a separate and significant external pressure on San
Clemente. The City should take a proactive role in evaluating
and addressing potential impacts on nearby neighborhoods,
including traffic, air quality, odor, and overall quality of life. This
requires clear policy direction and advocacy to ensure that
community impacts are fully considered and appropriately
mitigated.
3. Improving Coastal Zone permitting and overall planning
process efficiency

Development within the Coastal Zone can take several years
due to complex and overlapping regulatory requirements.
Advancing and completing the City’s Local Coastal Program
(LCP) is an important priority to provide clearer standards,
improve predictability, and streamline Coastal Zone permitting
while remaining consistent with Coastal Act requirements.
A well-defined LCP will help reduce uncertainty for applicants,
improve consistency in decision-making, and allow projects to
move forward in a more timely and transparent manner.
More broadly, the City’s planning and permitting process can
be improved to provide greater efficiency, consistency, and
transparency for applicants and the public. Opportunities
include streamlining review processes where possible,
improving application submittal requirements to avoid
resubmissions, and expanding digital tools for tracking and
communication through a public-facing portal. Ensuring staff
have the resources, training, and expertise needed to review
applications consistently and in a timely manner, along with
tools to track an application from start to finish with alerts when
it is delayed internally or externally, would be very impactful.
4. Revitalization of the El Camino Real corridor
El Camino Real, as one of the City’s primary commercial
arteries, has significant potential to better support local
businesses, attract investment, and enhance the overall
experience for residents and visitors.
With a thoughtful, coordinated approach, the City can help
reinvigorate this corridor through targeted zoning updates,
clear development standards, and a long-term vision that
encourages quality reinvestment. Done right, El Camino Real
can evolve into a more vibrant, economically productive, and
attractive part of the community.

9. Please explain any
experience that you have
had in community,
governmental, charitable or
educational affairs.

More formal roles are described in my prior responses. In
addition to those, I have stayed actively involved in community
issues that impact San Clemente.
I spend a lot of time working with residents, community groups,
and local organizations to help people understand what is
happening and how to engage in the process. That includes
serving as the proponent of a citizen-led initiative focused on
local natural hazard risks, which involved a significant amount
of outreach and public education.

More recently, I have also been helping organize community
awareness around the proposed intensification of the Prima
Deshecha Landfill, working with residents to better understand
the potential impacts and how to participate in the public
process.

10. Please describe your
ideal vision for San
Clemente's future (as it
pertains to growth and
development).

San Clemente’s future should be guided by the core values
that have defined the City for nearly a century, ensuring those
values continue to shape how we grow and evolve. Just as
important is making sure people understand the process, feel
heard, and trust how decisions are made.
San Clemente was intentionally designed as a small coastal
village, and that identity is still one of our greatest strengths.
Preserving that small-town character should remain the
organizing principle for growth and development. Through the
“Village by the Sea” framework, we can keep development at a
livable scale and reinforce the idea of distinct village identities,
where each neighborhood has its own unique character,
charm, and local identity. That is what creates the overall
small-town feel and makes San Clemente special.
That means continuing to protect view corridors, maintaining
appropriate building scale and massing, and applying
architectural standards that reflect our Spanish Colonial
Revival heritage. It also means preserving walkability, both
along the shoreline and in the downtown core, so people can
move through the City in a way that supports everyday use,
local businesses, and social interaction.
At the same time, we have to deal with the realities in front of
us. State housing mandates are pushing higher density,
especially multi-family development, and we are already feeling
the impacts of parking constraints and infrastructure capacity.
These pressures are real, and they require disciplined planning
so that growth fits within the context of the community and
does not chip away at what makes San Clemente special.
This is where more intentional policy design matters. Growth
should be directed to the right places, like El Camino Real and
parts of the downtown core, where reinvestment can
strengthen the corridor and support local businesses. But it has
to be done in a way that reinforces a clear village identity, with
development at a pedestrian scale that supports walkability and
encourages people to spend time in these areas. Good
planning should create environments where businesses can
thrive because people want to be there, not just pass through.
That comes from clear standards around scale, massing,

design, and how projects relate to the street and surrounding
uses.
Equally important is how we plan. Completing the Local
Coastal Program and continuing to refine zoning and design
standards will provide better clarity and consistency. We also
need to improve the process itself, with better application
requirements, the right staffing, and digital tools that allow both
applicants and the public to track a project from start to finish
and understand where things stand.
The ultimate goal of a good planning process is to bring people
along and treat them as stakeholders in the outcome. When
the community understands the rules, sees how decisions are
made, and knows their input matters, it builds trust and leads to
better outcomes.
In summary, this is about leadership and facilitation, ensuring
that change is positive and reflects both our history and who
we are as a community. If we stay grounded in our core
principles, keep development at a human scale, and run a
process that is open and understandable, San Clemente can
continue to evolve without losing what makes it special.

just one way, what would it
be?

If I could influence the City in one way, it would be to
strengthen consistency, transparency, and trust in the planning
and decision-making process.
San Clemente has strong guiding principles in its General Plan,
zoning, and design standards. The opportunity is to apply those
standards consistently and clearly so that residents, applicants,
and the community understand how decisions are made, how
different roles in the process fit together, and what to expect.
For example, when an application comes forward, both the
applicant and the public should be able to clearly see how it
aligns with the code and where there are areas of concern.
Conditions of approval should be straightforward and
consistently applied, and the status of a project should be easy

to track from start to finish.
When the process is predictable, transparent, and accessible, it
builds confidence in the outcome, even when there are differing
viewpoints. It also leads to better projects, because
expectations are clear from the start.
Focusing on a clear, consistent, and transparent process would
go a long way toward reinforcing trust, improving outcomes,
and helping the City navigate the challenges it faces while
staying true to its character.

with historic preservation
or architectural history? If
so, please explain.

I have developed strong working relationships with the San
Clemente Historical Society, which has deepened my
understanding of the City’s architectural heritage and the
importance of preserving it.
Through this involvement, I have become familiar with the
Secretary of the Interior’s Standards for the Treatment of
Historic Properties and programs such as the Mills Act, which
support preservation efforts. In practice, this includes both
preservation and rehabilitation approaches, prioritizing the
retention and repair of original materials while allowing for
thoughtful updates that are compatible with the historic
character. It also means ensuring that new work does not
diminish the integrity of the structure.
By sitting on the DRSC, I have gained firsthand insight into the
challenges faced by owners of San Clemente’s historic “Ole
Hanson” homes. Maintaining these properties requires
balancing preservation of architectural integrity with the
practical realities of upkeep, modernization, and long-term
maintenance. I understand the importance of applying
standards in a way that protects the character of these homes
while also being realistic and workable for property owners.

San Clemente is at an inflection point. The city is essentially
built out, which means almost every meaningful land use
decision over the next decade will involve infill, redevelopment,
and the eight Focus Areas defined in the General Plan. These
are exactly the kinds of decisions that determine whether the
"Spanish Village by the Sea" identity Ole Hanson established in
1925 survives the next century — or gets eroded one project at
a time.
I want to serve because I've spent the last several months
studying the Centennial General Plan in depth, and I've come
to believe the Planning Commission is where the most
consequential, detail-level work happens. Council sets
direction; the Commission applies judgment to specific
projects, specific sites, and specific tradeoffs. That's the work
I'm built for as a technical leader, and entrepreneur. I'm raising
a young family here, I plan to be in San Clemente for the long
term, and I want to contribute to the wonderful city my children
will inherit.

Three areas of contribution:
Operating discipline at scale. I've co-founded technology
companies that went through an IPO and a $550M acquisition.
That work required reading dense governing documents
including securities filings, regulatory frameworks, complex
contracts while making decisions under real consequence. The
General Plan, specific plans, and Zoning Code are the same
kind of documents.

Stakeholder judgment. As a Chief Technology Officer and
founder I've spent years balancing competing constituencies:
customers, employees, investors, regulators. Planning
decisions involve the same dynamic — applicants, neighbors,
staff, council, and the broader public all have legitimate
interests that rarely align cleanly. I'm practiced at finding the
path that serves the underlying policy goal without defaulting to
either rubber-stamping or reflexive opposition. Being pragmatic
in approach, and decisions is the most critical aspect of being a
leader in the technology space.
Independence. I'm not seeking this role as a stepping stone, I
have no development interests in San Clemente, and I'm not
aligned with any political faction. I'd come to each item on its
merits and the General Plan's policy framework.

The Spanish Village by the Sea identity. Ole Hanson's 1925
Spanish Colonial Revival vision is the city's foundational asset.
The Architectural Overlay districts, the requirement for SCR
design in Del Mar, North Beach, and Pier Bowl, and the
continuous storefronts in the Downtown Core are what
distinguish San Clemente from every other coastal town
between LA and San Diego.
The pedestrian-scale, human-scale built environment. Twostory limits in the Downtown Core, height ceilings tied to view

corridors, the 28-foot alley transition rule on South El Camino
Real aren't arbitrary. They're what makes San Clemente
walkable and intimate rather than canyonized.
Public coastal access and view corridors. The Beach Trail, the
Pier, the protected view corridors in the Coastal Zone, and the
LCP framework that protects them. Once these are lost they
don't come back.

8. In your opinion, what are
the three characteristics
that are most in need of
correction.

The North Beach Specific Plan still doesn't exist. The General
Plan identified it as a priority implementation item, and North
Beach is one of the most strategically important Focus Areas:
Metrolink station, Miramar Theatre, gateway location. Without
the specific plan, every project in that area is being decided in
a policy vacuum.
Auto-oriented uses still dominating El Camino Real. General
Plan policy calls for gradual relocation to industrial areas and
conversion of these parcels to pedestrian-supportive uses.
Implementation has been slow. These are some of the highestpotential redevelopment sites in the city.
The Pier Bowl Specific Plan needs amendment for General
Plan consistency. This has been pending and it directly affects
one of the city's most visible and economically important
districts.

experience that you have
had in community,
governmental, charitable or
educational affairs.

I want to answer this honestly: I do not have prior formal
commission, board, or organized civic experience. My time
over the past decade has been spent building and operating
technology companies, and more recently raising a young
family. Applying for the Planning Commission is a deliberate
first step into civic service that I have chosen specifically
because the role aligns with how I work best: detailed,
document-driven, judgment-intensive work on questions that
materially affect the place I live.
I'd rather be straightforward about this than pad the answer.
What I bring instead is operating experience at meaningful
scale, demonstrated commitment to learning the city's
governing framework before applying, and a long time horizon
in San Clemente.

ideal vision for San
Clemente's future (as it
pertains to growth and
development).

San Clemente's future is not Irvine. It's not Newport Coast. It's
not even the future Dana Point seems to be choosing. The city
is built out, bordered by Camp Pendleton, the Pacific, and
protected open space. The growth conversation is therefore not
"how much more", however it's "where, what, and how" within
the eight Focus Areas, while honoring state housing mandates

the city cannot ignore.
My vision:
Focus Areas do the heavy lifting. Camino de Los Mares, Los
Molinos, North Beach, the two South El Camino Real
segments, and the Downtown Core / Pier Bowl pairing absorb
appropriate redevelopment and housing growth. Single-family
neighborhoods are protected.
Mixed-use is taken seriously, not symbolically. The MU
designations exist for a reason. Done well for true ground-floor
activation, parking handled honestly, Spanish Colonial Revival
design where required as they generate housing, sales tax,
and walkability simultaneously.
Downtown and Pier Bowl operate as one connected coastal
village. Shared parking strategy, coordinated wayfinding, view
corridor protection, and resistance to parking structures that
would compromise the scale.
North Beach gets its specific plan and its historic district.
Miramar Theatre continues to be rehabilitated, Metrolink station
better integrated, auto uses converted, gateway elevated.
Housing element compliance is met through the Focus Areas
and Mixed-Use overlays though not by upzoning stable
neighborhoods, and not by ignoring the state and inviting
Builder's Remedy projects we can't shape.
Spanish Village by the Sea identity is the through-line in every
decision: architecture, landscape, signage, public realm.

I would accelerate completion and adoption of the North Beach
Specific Plan. It's the single largest gap between the General
Plan's stated direction and the city's actual policy toolkit. Until it
exists, North Beach which is one of the city's most important
Focus Areas, a coastal gateway, a Metrolink hub, and the
home of the Miramar Theatre is being shaped by individual

project decisions rather than by a coherent community-built
framework. Closing that gap would unlock years of stalled
potential.

so, please explain.

I do not have professional or formal experience in historic
preservation or architectural history. What I do have is working
familiarity with the policy tools San Clemente uses in this
domain such as the Mills Act program, the State Historic
Building Code, demolition review, the Architectural Overlay
districts, and the role of Spanish Colonial Revival design
standards in maintaining the city's character. I would treat any
item touching historic resources with the seriousness it
deserves and would lean on staff expertise, the Historic
Preservation Element, and consultation with subject-matter
experts when warranted.

Three things worth knowing:
First, I've read the Centennial General Plan in depth including
all thirteen elements, all eight Focus Areas, the land use

because of it. If appointed, I would not need a runway to
become useful.
Second, I'm applying because the work fits how I think not as a
political stepping stone. I have no current plans to run for
Council, no development interests in the city, and no factional
alignment. My only commitment is to the General Plan
framework and to San Clemente's long-term character.
Third, I'm a long-term resident raising children here. Whatever
this Commission decides over the next four years, my family
lives with the consequences. That's the right kind of
accountability for the role!

As a candidate for San Clemente City Council, I earned the
endorsements of the Orange County Professional Firefighters
Association and the Association of Orange County Deputy
Sheriffs, along with support from the San Clemente Chamber
of Commerce and city employees. That experience gave me a
deeper understanding of how city government works. I also
spent significant time listening to residents across the
community, and it reinforced for me that our priorities should
stay rooted in public safety, small business prosperity, and
preserving our small-town charm. As a mother of five with deep
ties in the community, my perspective is grounded in family life
here and a strong sense of responsibility to lead with
accountability and sound judgment.
I also understand the clear distinction between the roles of the
City Council and the Planning Commission. The Council sets
policy, while the Commission applies those adopted policies
and regulations to individual projects through the public hearing
process. I am very comfortable staying within that lane and
working collaboratively with the City and its professional

I have worked within our local public school system as a
Library Media Technician, supporting students in literacy,

I would like to put my extensive engineering experience to use
in support of our City and City Council. My ability to perform
effectively on teams in high-stress environments has been
demonstrated through 35 years of service to our country, as
well as my volunteer service on several San Clemente
committees. I am well versed in electrical power generation,
water production, sewage processing, quality assurance,
firefighting, interpreting blueprints and schematics, OSHA
requirements, and hazardous materials management (including
ocean transportation and storage). While many of my
certifications and qualifications were earned during my military
service, they are directly transferable to the civilian sector. I
also completed home inspection training through American
Home Inspectors Training (AHIT). Currently, I work as a
government contractor for the Department of the Navy, where
interpreting blueprints, schematics and plans are a mandatory
requirement is instructing service members in the operations,
maintenance and troubleshooting of their complex systems.

With my experience, I believe I will complement the Planning
Commission and serve it well. I appreciate that the Planning
Commission meets more frequently than every two months,
and I am confident I will make a positive impact. I want to

working on diverse teams, and I believe my experience will add
to the wealth of knowledge that already exists on the Planning

Commission. I completed my Electrical Apprenticeship through
the United States Department of Labor (June 1994). I also
served multiple tours as a Chief Engineer—similar in scope to
a City Manager, but on naval assets—including the Amphibious
Assault Ship USS PELELIU (LHA 5) and USS CLEVELAND,
with crews ranging from 2,500 to 3,000 personnel embarked. I

developed a strong appreciation for the City’s beaches, trails,
parks, and public spaces. I live on “The Loop” and walk the
beach trails daily, which has given me an even greater
appreciation for San Clemente’s coastal environment and
recreational assets.
I have a longstanding passion for California’s coastline and
California State Parks system, and I regularly participate in
local weekend beach cleanup and environmental stewardship
events.
I am now semi-retired and have the time, enthusiasm, and
energy to contribute meaningfully to the Commission and the

California Coastal Commission considerations, ocean water

I also closely follow the significant coastal challenges facing
San Clemente, including bluff instability, coastal erosion, beach

I believe San Clemente’s beaches, parks, and coastal trails are
among the City’s greatest assets and are a major reason why
residents value the community so highly. The City has done an
excellent job maintaining the character, beauty, and
accessibility of these public spaces.

As someone who lives on “The Loop” and walks the beach
trails daily, I also recognize the significant long-term challenges
facing San Clemente’s coastline, particularly coastal erosion,
bluff instability, and the vulnerability of the rail corridor along
the beaches. Recent cliff slides and repeated train service
disruptions near Mariposa Point have highlighted how
important proactive coastal planning, infrastructure protection,
and environmental stewardship will be in the years ahead.
I believe continued focus should be placed on ocean water
quality, trail and park maintenance, litter reduction, beach sand
replenishment, coastal erosion mitigation, and preserving safe
public access for residents and visitors. Ongoing coordination
between the City, OCTA, California Coastal Commission, State
Parks, and other agencies will remain important as San
Clemente addresses these coastal resilience challenges.
I also believe thoughtful community engagement and clear
public communication are essential as the City plans for future
recreational, environmental, and coastal infrastructure
improvements. I support the 1% tax increase to save our
beaches.

I am interested and motivated to donate my time and energy to the City of San Clemente to help:
(1) address coastal issues such as beach sand loss, coastal erosion, beach access, water quality, and
beach safety, (2) to maintain and improve recreational opportunities within our city, including parks,
swimming facilities, and recreational programs for youth, adults, and retirees, and (3) to maintain and
preserve open space reserved for hiking, biking, wildlife habitat, and fire control. I am a strong,
motivated advocate for these important resources. As a retired San Clemente resident, I have the
required time to invest in these issues.

5. Please explain how your background and experience would contribute to the Beaches, Parks &
Recreation Commission.
My formal education in chemistry, geology, and hydrology, and my 33 years of professional work
experience in the State of California as a consulting Hydrogeologist and Environmental Project Manager
provide me with a firm scientific background to study and evaluate the issues involved with beach sand
migration, alternatives to preserve and augment the beaches through sand importation, proposed
nature-based and man-made approaches to increase coastal resiliency, and ocean water quality issues. I
previously managed multi-million dollar interdisciplinary environmental projects involving groundwater,
surface water, and soil contamination, remedial design, alternatives analysis, database management,
and human health and ecological risk assessment. I have excellent understanding and experience with
scheduling, budgeting, government subcontracting requirements, community relations, public
presentations, and the CEQA/NEPA permitting process as well as many productive relationships with
California regulatory agency members. As a prior member of the San Clemente Coastal Advisory
Committee (2024-2025) and current member of the Beach, Parks & Recreation (BPR) Commission (20252026), I have excellent familiarity with the local coastal and BPR issues and City government procedures
and funding. I attended the Leadership San Clemente program in April/May 2024 to learn more about
San Clemente government, procedures, issues, and staff. As a currently engaged member of the BPR
Commission and BPR Beach Sand Policy Subcommittee, I have reviewed and evaluated proposed park
designs, fee determinations and scheduling issues for parks and swimming pools, noise control at parks,
traffic flow and parking studies, playground designs, and participated in the development of a document
to guide future beach sand policy for the City of San Clemente.

6. Please explain any experience that you have had in the area of coastal issues including ocean
water quality and/or beach environmental stewardship.
I am a specialist in groundwater chemistry and water quality evaluations including 6 years professional
experience as a chemist, 2 years experience as a hydrogeochemist with the U.S. Geological Survey, and
33 years experience as a consulting hydrogeologist practicing in the State of California. I specialized in
environmental projects with groundwater and surface water contamination, including naturally
occurring contaminants such as dissolved solids and trace metals, synthetic chemicals, bacterial/viral
contaminants, radionuclides, and viral/bacterial contaminants. As a prior member of the Coastal
Advisory Committee, I attended City Council meetings, coastal planning meetings for other southern
California cities, OCTA public meetings, local organizations such as Save Our Beaches and Surf Rider, and
coastal issue workshops. At the request of former San Clemente Mayor Chris Duncan, I performed an
in-depth analysis of the bacterial contamination at Poche Beach to identify the sources of bacterial
contamination, temporal changes in contaminant concentrations, and to formulate potential remedial
actions in conjunction with San Clemente staff.

educational affairs.
As the former project manager and senior technical reviewer for many multi-million dollar
environmental projects in California, I have over 30 years direct experience with community relations,
coordination and negotiation with California regulatory agencies, presentations to government and
regulatory agencies, and management of project teams to reach consensus and deliver solutions within
set schedules. I have worked with and for the U.S. Environmental Protection Agency (USEPA), the
California Department of Health Services, the Regional Water Quality Control Board, the City of Santa
Ana, City of Redlands, the U.S. Marine Corps, U.S. Air Force, U.S. Navy, and County of Orange. I was a
member of the City of San Clemente Coastal Advisory Committee (CAC) between January 2024 and May
2025. As a CAC member, I completed the training for AB 1234 (Ethics), Sexual Harassment, the Brown
Act, and the Leadership San Clemente Program IN 2024 to learn more about the City organization,
operation, and personnel. I have been a member of the San Clemente Beaches, Parks & Recreation
Commission since June 2025.

9. Please explain any challenges you may have in meeting the commitment to the BPR schedule.
I have no conflicts or challenges to attend the scheduled meetings of the BPR Commission.

10. Please describe your views on the quality of City beaches and parks, including any steps you feel
should be taken for improvement.
I am a strong advocate for maintaining and hopefully increasing the current beach widths through beach
sand replenishment (as allowed by funding) to continue recreational beach use and protection of the
railroad tracks. Opportunities I have considered that may be helpful to preserve and enhance the San
Clemente coastal resources include: (1) periodically dredging Dana Point Harbor (especially the public
anchoring area adjacent to baby beach) and discharging the dredge material to San Clemente beaches,
(2) periodic breaching of the sand berm at Doheny Beach and Trestles during El Nino years to allow
accumulated sediment to be discharged into the ocean rather than behind the sand berms, (3) adding to
existing offshore shallow bedrock reefs to reduce wave energy prior to arrival the beachfront, especially
if high quality surf breaks can be established as a byproduct, (4) continued close coordination with OCTA
to implement their commitment to import additional beach sand as part of their program of railroad
track protection, (5) increased coordination with Camp Pendleton and the railroad to identify the
railroad as a national security asset as well as a key economic driver for southern California,
(6) increased community education of San Clemente residents so that they have an up-to-date and
accurate understanding of the technical issues and costs pertaining to beach stabilization and sand
importation. In regards to San Clemente parks, the City should be proud of the number and quality of
parks and programs we offer to the citizens. We need to focus on maintaining the quality of parks, their
physical infrastructure, and landscape plantings within the constraints of the available budgets. I am a
big advocate of additional tree plantings, which offer additional shade, erosion control, visual
beautification and improved air quality. Additional effort should be implemented to maintain the
quality of our open spaces through the control of invasive species to allow the firm establishment of
California native plants and to reduce the potential for wildfires. San Clemente has maintained an
excellent level of safety at our beaches through the dedication of a talented cadre of life guards, who
should be strongly supported. Dog parks are highly valued by our citizen and should be supported. If
available and supported by a majority of citizens, an underused beach area with parking access should
be identified for use as a dog beach. In general, swimming/sunning beaches are not consistent with dog
use due to documented accumulation of fecal bacteria is the sand.

My active participation in the Coastal Advisory Committee (CAC) was demonstrated by my
attendance at (1) the Nature-Based Coastal Project Feasibility Study community meetings for
which I submitted written comments as a private citizen, (2) OCTA Informational Meetings,
(3) the RE:BEACH Oceanside Winning Design Workshop on January 31, 2024, (4) a presentation
on whale monitoring with drones at Dana Point Harbor in February 2024, (5) San Clemente City
Council meetings, (6) Re:Beach coastal issues symposium in August 2024, (7) community
meetings presented by Save Our Beaches. As a member of the CAC Sand Retention
Subcommittee, I (1) walked and photographed San Clemente beaches from North Beach to
Cotton’s Point to familiarize myself with current conditions, (2) photographed wave inundation
during unusually high tide conditions, (3) conducted internet searches of sand retention
approaches and structures, and (4) invited Jayme Timberlake/City of Oceanside Coastal Zone

Administrator to give a presentation to the CAC/City Council on the process used by Oceanside
to select contractors, consultants and their selected alternative for the nature-based sand
retention program. As a member of the CAC Water Quality Subcommittee, I jointly performed
the following tasks: (1) reviewed background technical documents; (2) surveyed and
photographed Prima Deschecha Creek from the Prima Deschecha Landfill outlet to the Poche
Beach water treatment plant outlet; (3) met with Niki Beach/San Clemente Environmental
Programs Analyst and Dave Rebensdorf/San Clemente Engineering Director to discuss ongoing
water quality concerns at Poche Beach, potential sources of bacterial contamination, nonstructural best management practices [BMPs], and potential impacts of dog droppings on beach
water quality; and (4) assisted City staff at Earth Day activities in April 2024 and April 2025.
During Earth Day activities, we met with City staff to learn about their capabilities to remotely
video monitor pipes to look for leaks and illegal connections. During 2025-2026, I have been an
active participant of the Beaches, Parks & Recreation Commission and look forward to
continued participation.

I am currently finishing up my first term on the BPR
Commission, 2024-2026. In my second year, I had the honor to
be votes as Vice Chair, a position I currently have. I would like
to be re-appointed to the BPR Commission because there is
honestly still so much work to be done that we have barely
been able to start these last two years. For instance, in 2024
we were tasked with reviewing the redesign for the Talega and
Forester Ranch parks. It is now May 2026, and we still have
not been able to look at or approve any designs to move
forward to council. So not only do I feel like there is still work to
be done, I feel as though I am one of the people to do it as I am
only one of three on the current commission who actually have
children who are young enough to be effected by the decisions
we make.

In Spring 2024, I completed the San Clemente Leadership
program, which propelled me into first applying for the BPR
Commission. I personally think that the Leadership Program
should be mandatory for all people interested in being on a
Commission or Committee because I have found that the vast
majority of the public, including those serving on the
Commissions/Committees, don't fully understand how
municipal government works or what our role is as a
Commission member. I am constantly having to explain to my
fellow commissioners on the dias what we are and are not
responsible for, what decisions we can and cannot make, and
the role we actually play within our municipal structure. I
believe that my last two years serving on this Commission,
combined with my professional work with various local

Chambers of Commerce, help me have a deeper
understanding of what I can do as a member of the BPR
Commission. Additionally, as noted in the previous question, I
am a parent of young kids here in San Clemente! My husband
and I are currently raising fourth generation San Clemente
residents and I see serving on the BPR Commission as my
responsibility to make sure that my children get to grow up in
the same thriving town as I did.

As I said when we absorbed the Costal Advisory Committee
this weekend, I am not going to pretend that I am an expert in
the current coastal issues our town in currently facing.
However, despite not having a background in these areas, I am
absolutely willing to learn, engage, and get involved in any way
that I can. That said, when it came to creating a Sand
Retention Policy, something my fellow Commissioners are
currently working on, I was a huge supporter, making sure to
help the subcommittee narrow down their focus so that the
subcommittee had attainable goals and specific direction to get
there.

Forest. Through my professional background, I have learned

government entities AS a local non-profit. Additionally, through

my involvement with some of these organizations, I have
extensive experience with volunteerism in San Clemente, not
just through my own work but through my husband's work as
well (Rod's Tree Service). I have volunteered at and
participated in: Oceanfest, Fiesta, State of the City, 2/5 Marine
Corps BBQ, Memorial Day, Arbor Day, Puttin' on the Glitz, and
more. Additionally, I currently serve on the Board for the
Friends of San Clemente Beaches, Parks and Recreation
Foundation, working as a member of the marketing and
fundraising subcommittee and assisting in the Annual Golf
Tournament, the opening of the Pump Track last year, to name
some things.

I really think the BPR and Public Works department do a
fantastic job of taking care of our beaches and parks! The
parks that really need to be updated are currently on the docket
to be looked at, so no problem there. One thing I would like to
see, especially as I am visiting more and more fields in San
Clemente for my child's sports teams, is updated bathrooms.
The bathrooms at some of our older parks or fields (San Luis
Rey, San G) really need a bit of a face lift, if only in the sinks
and hand drying stations.

I am honored to have been able to represent a very specific
demographic these last two years on the BPR - mothers of
young children in San Clemente who mostly utilize the beaches

approaching. I think having the voice of a mother on the BPR is
SO important and has already helped provide specific insight in
various conversations we have had as a Commission and
helped inform our decisions as a group (redoing the parks for
all ages and not having age specific parks when that makes no
sense for parents with multiples).

and the lifeguard department is key with that. Parks also need
the same attention they are key attractions for our residents.

Commission and the same enthusiasm to serve our City still
stands today. The City needs passionate, thorough and steady
advocates to champion some of its most vital resources and
assets: those of our natural beaches as well as the
infrastructure, both tangible and intangible of our parks and
recreation system. What we have today is impressive: deep,
well-rounded programs including long-established ones and
some newer ones, and what I want to focus on is
understanding how we can support, grow and broaden those
programs, improve our infrastructure and continue investing in
our physical assets. As a parent of young children in San
Clemente and an avid tennis player and recreational athlete, I
can safely say I have visited nearly every park, beach and
hiking trail in San Clemente, along with community centers,
special events and regular programs, and I have greatly
appreciated all of it - I want to protect it and grow it for the next
generation.

My personal background in San Clemente means that I know
each of the City's biggest events, and appreciate the work that
goes into that 300 foot water slide on the 4th of July! I have
served in leadership roles in HOA organizations, industry trade
organizations, working through public policy and legislative
changes that would impact renewable energy by staying ahead
of changes and working closely with lawmakers and
policymakers at the state and federal level. I appreciate the
financial, legal and compliance aspects of a Commission
position and don't take the responsibility lightly - I bring a

considerable breadth of experience and financial expertise to a
position that would benefit from my understanding of both
capital and energy markets, while still being willing to get into
the details so we can make sure that programming continues to
run smoothly, grows in participation and parks and resources
have a long term vision for growth for the City of San
Clemente.

While not specifically focused on water quality (although it is an
issue that I have looked at and researched in relation to energy
projects) I am an experienced market participant in the EPA

environmental regulation, policies and frameworks, which allow
me to understand the complexity and dynamic nature of
managing both ocean water quality and beach environmental
stewardship. I have also followed closely when the Coastal
Commission and other agencies look at new development in
fragile or protected environments and what creates a project
that both protects resources while providing something useful
to residents and the City.

I am an artist born and raised in our beautiful town of San
Clemente. Deeply inspired but the light, ocean, and quiet
rhythms of the coast, my work captures the essence of local
nature and fleeting everyday moments. My paintings are rooted
in memory and observation, translating familiar places into
emotionally resonant scenes and offering a personal yet
universally recognizable sense of home.
My personal artwork has been included in international and
many local art exhibitions. Besides exhibiting, I teach Art for
Capistrano Unified School District. I have volunteered with local
Girls Scouts, providing art experiences from which they have
earned different badges. I have also participated in local events
with demonstrations and interactive art experiences for the
attendees. I welcome the opportunity to join the Arts & Culture
Committee so that I can contribute to the community even
more.
As a life-long learner, I have gained experience in a way that

was personally meaningful. For eleven years, I lived and taught
in Spain, Japan, Switzerland, and England, and traveled

Casa Roman ca: Beginning in the early years of the Casa Roman ca, I worked for the be er
part of a decade to help strengthen the brand of the Casa and promote events to help gain
community support and par cipa on in programming. My firm provided pro bono
marke ng support in the early years, working with current Arts and Cultural Commi ee
Chair Amanda Greco, who was then the marke ng director, and then con nuing as the
Casa’s agency of record for many years. This work helped form my understanding of how
cri cal art and arts programs are to the soul of our community.
Planning Commission and Design Review Sub-Commi ee: My service on the Planning
Commission, and DRSC in par cular, gave me eight years of experience reviewing the design
of projects that would reside in and contribute to the architectural fabric of our community.
It also taught me a great deal about the importance of solici ng and respec ng public input
to contribute to fair and well-reasoned decisions and advice to City Council.
My service on DRSC pre-dated the Arts and Cultural Commission. At that me, DRSC
provided recommenda ons to the Planning Commission and City Council on public art
installa ons. We reviewed many such projects during my tenure, but those that s ck in my
mind are: the iconic Katherine Stovall-Dennis le mural installa ons at the Sports Park and
Farmers and Merchant Bank, the painted Paul Gavin murals at the Pier entrance, the Drew
Brophy murals in Los Molinos, and the U lity Box Art Program.
As part of DRSC, I also par cipated in reviews of public art policies of other coastal
communi es as we ini ated the early process of determining policies for public art.
While the Arts and Culture Commi ee is a different en ty, and policies and procedures have
evolved, I believe my DRSC experience dealing with arts-related programs gives me a good
founda on for the work of the Arts and Culture Commi ee. My overall service on the
Planning Commission, including my two years as Chair, also gives me an understanding of
how to work effec vely with staff and my fellow members to provide guidance and input
that is useful to the City Council.

Esteemed Council Members:
In addi on to my completed applica on, I ask that you consider this le er in evalua ng me for a
posi on on the Arts and Culture Commi ee. I may be traveling when interviews take place,
and, if so, ask that you use this le er in lieu of my in person interview.
During the previous applica on process for the Arts and Culture Commi ee, Councilman Cabral
suggested that I join a sub-commi ee—which was an opportunity that I didn’t know existed.
Inspired by his sugges on, I approached Chair Greco and subsequently was appointed to the Art
of Public Property Sub-Commi ee.
The work I’ve done over the past few months has built on my experience with the Planning
Commission and the Design Review Sub-Commi ee to be er qualify me for a posi on on the
Commi ee. I’ve had the privilege of contribu ng to the development of a dra Public Art
policy. If appointed to the commi ee, I would ask to con nue to be part of this sub-commi ee,
as I view public art as an essen al part of a community.
During my previous interview, several Council Members asked me what my ideas were for
expanding art and culture in our community. Frankly, I wasn’t prepared for this, as I’d never
been asked that during my Planning Commission interviews. My work on the sub-commi ee
the past few months has helped me understand that the Council is looking for something
different from the Arts and Culture Commi ee than it expects of the Planning Commission. This
is a new body whose role is evolving—just as the role of the arts in our community is evolving.
My impression is that the Council is looking for ideas and inspira on from Commi ee
Members—in addi on to the ability to help create and implement policy.
As I told the Council during that last mee ng, while I’m passionate about permanent art in
public places, I also think that the art and culture of a community also resides in the soul of its
residents. Increasing opportuni es for each member of our community to develop their inner
ar st or performer is important to me. As is enabling ci zens to experience some of the unique
cultures that are part of our overall San Clemente fabric. Ideally, I would share some of my
nascent ideas for how to do this with you during my interview; however it’s possible that I will
be traveling during the interviews. So, as a stand-in for that interview, I’m sharing a few

thoughts with you now. Please understand that these are early thoughts, not ideas ready to
execute.
I believe that there are ways for the City to create the sort of experiences I’m talking about
without a significant financial or staff investment. I think that the Commi ee can work in
partnership with local organiza ons to expand their exis ng events to enable the community to
have hands-on opportuni es to create art or par cipate in performances that help them to
connect with a culture more fully.
Poten al examples:
Performing Arts and Cultural Experiences:
Ballet Folklorico Teach-In. (As part of Cinco de Mayo celebra on in Max Berg Park): A er
performing themselves, the Ballet Folklorico dancers can share the history of the dance and
demonstrate basic moves to the crowd. Then they’d lead the crowd in a teach in that has the
flavor of a flash mob dance.
NaƟve CraŌs of Indigenous People (As part of the Panhe Fes val Sponsored by San Onofre
Parks Founda on and the Acjachemen Na on): This celebra on currently includes
demonstra ons of na ve cra s, such as basket weaving. Perhaps the Acjahemen Na on would
welcome an opportunity to expand these ac vi es by enabling a endees to learn how to make
a basket themselves. Or, the a endees could work with the Acjahemen to create a temporary
large-scale sculpture or structure, using tradi onal techniques.
Polynesian Dance (As part of the Polynesian Fes val hosted by the Hawaiian Surf Club of San
Onofre). The organizers could expand their Polynesian dance performances to create a teachin/flash mob-styled event that involves a large crowd learning and performing the Hula.
Temporary InstallaƟons:
Temporary Murals: As part of an event such as the Fiesta, the city can sponsor a temporary
mural that invites public par cipa on in crea ng a mural or murals on temporary boards. A
compe on between teams (similar to the Ocean Fes val Sand Sculpture Contest) could create
opportuni es for groups to create mul ple murals.
The Art of the Board: As part of the Rhythm and Resin fes val or through a partnership with
the Small Space Art Collec ve, the City could sponsor a Surf Board Art Contest. The individual
boards, a er being completed and judged, could become part of a temporary “Sur oard Wall”
or “Forest of Sur oards” celebra ng both surf culture and art.

of people who make San Clemente a wonderful community.
I've been a part of the Arts & Culture Committee since it was
established, and was elected to chair the committee by my
colleagues just a few months ago. We have had a very positive
and collaborative experience working with local businesses,
nonprofits and citizens to date. For example, we secured
funding from Avila's and the Women's Club to re-launch the
utility box program and issued a call for art submissions
yielding submissions ranging from well-known artist Rick
Delanty to emerging artist Claire Miller, with pieces soon to be
installed on boxes along Del Mar as the phase one. Our
committee has worked together to aligned on a proposed
public aart policy framework that should soon be submitted for
consideration by the City Council, in alignment with the
Council's other priorities. I'm excited for the potential to further
enhance San Clemente's arts and culture ecosystem for the
benefit of all residents.

I grew up in San Clemente and have worked in communitybased and global arts organizations, including 2002-2004 as
one of the first team members at Casa Romantica, where I was
responsible for inaugural cultural, educational, and volunteer
programming. Before that I worked for a global arts and crafts
company in partnership with National Geographic, working with
craftspeople from around the globe to bring their products and
traditions to new audiences. During college, I covered the arts
and culture beat for our campus newspaper, The Daily Bruin. I

am an instructor for the Global Leaders Institute, an MBA for
arts professionals. I currently work in higher education
managing complex stakeholder relationships and projects, and
can bring those skills to help the Arts & Culture committee work

My entire work career was as an electrical engineer and
manager of people. My primary escape has been with music

musical venues, education, and the recording arts. I've worked

over 40 years and have directly engaged with many levels of
government employees. I'm very civic minded and take my
responsibilities as a citizen very seriously. Since I fully retired
I've become more engaged in local civic affairs. I've
participated in fund-raising activities for various charitable
organizations and in my Audio Society capacity have worked
with several non-profits to promote their work. Two recent
examples are Yarlung Artists that promotes young musicians
as they begin their international concert careers, and The Live
Music Foundation that provides support for music venues,
music education, and musicians composing and playing all
genres of music.

provide law enforcement services to. I was assigned to several
cities with management duties. Lieutenant assigned to

Linda. In these positions I worked directly with City Managers,
council members, and city staff. I also served as the Captain of
the Court Services Division working directly with Court
Executive Officer and Presiding Judge.

Public welfare for all citizens has always been a passion of
mine. I am an empathy driven individual and pride myself on
being able to connect with anybody I meet. I would be proud to

I was a public defender for 10 years so am intimately familiar
with challenges faced by lower income families and by people
experiencing homelessness. In my capacity as an attorney with
the public defender's office, I worked with nonprofits in Santa
Ana and county agencies like social services and OCHCA. I
have no problem speaking with any individual and am not
intimidated by potential addiction or mental health issues as I
am educated in both and am well versed in myths/realities of
each and how to work with people in need of support.

This experience was captured in my response to number 5. I
have not worked on the governmental side yet, but I believe I
have developed a keen skill sit in communicating
with/representing people of diverse backgrounds (I also speak
Spanish, Romanian and German), people of all socioeconomic
backgrounds and people with varying levels of mental health or
drug addiction. I regularly volunteered with my office to assist
the local unhoused population. This would be my first position
in any form of government.

This committee serves as a liaison between the community at
large and the city council. It is our responsibility to speak with
members of the public and advocate/advise the city council at

any wellness and safety issues the members of the public bring
forward to us during our meetings. Community safety and
welfare applies to ALL residents of San Clemente and it's our
job to make sure all voices are heard.

I think it is important to do modern upkeep on the golf course. I
really like the proposed 19th-hole concept featuring a second
Par 3 with an ocean-view tee box behind the 15th green. My
concern is: if the course undergoes a major renovation, how
long will it be shut down, and how would that affect residential
rates? These are concerns for my friends and me, and most
likely for the city council. Overall, I think it is extremely
important for the SC Muni to keep its local charm and to
continue to have low greens fees.

that needs to be done. Several of the pumps are not fully
functional. Also, the sand traps are in dire need of

course grooming equipment would be money well spent.
Keeping mower blades sharp and fresh is vital for good greens
which provide the biggest impact on the public perception of
the course for the lowest cost. There are also several
opportunities to create some new tee boxes to increase the
yardage of the course that has become a little short for today's
standard resulting in attracting better players and potentially
more outside events to help fund the course improvements.
The upcoming Master Plan from THK Associates that I have
worked with to provide detailed input and reviews, will bring
some very valuable guidance and advise that will be an
extremely useful tool in determining where to focus future
budgetary and labor efforts at the golf course. The ability to
make tee time reservations is also very difficult at most times
for the residents, so we must be diligent in ensuring that
outside agencies (i.e. bots, external websites, etc.) do not
interfere with

The San Clemente Municipal Golf Course is highly regarded
within the golf community; however, there remain several
opportunities for improvement to further enhance its reputation
and overall player experience. One of the primary areas for
enhancement lies in course conditions, where even small
improvements can have a significant and lasting impact.
Given the inherent budgetary constraints, it is essential to
allocate funding strategically. In this regard, I believe that
updating and improving the maintenance and grooming
equipment for the golf course would be a highly worthwhile
investment. Simple measures, like ensuring mower blades are
consistently kept sharp and in optimal condition, are vital to
maintaining high-quality greens. Since greens are one of the
most impactful aspects of public perception, these
improvements provide excellent value while requiring
manageable costs.
Additionally, there are meaningful opportunities to further
modernize the course layout. Creating new tee boxes to
lengthen the course would address the need to meet today’s
golfing standards, thereby attracting more competitive players
and increasing the potential for outside events. These
enhancements could help the course become an even more
desirable destination for players and contribute to funding
future improvements through event revenues.

Looking ahead, I am optimistic about the transformative
potential of the upcoming Master Plan from THK Associates.
As a member of the sub-committee that provided detailed input
and revie sessions with City and THK resources. I feel
confident that the new Master Plan will be instrumental in

operational efforts to ensure the continued success of the San
Clemente Municipal Golf Course. I would really like to be a part

know about. Rather than coming in with a predetermined
agenda for change, I'd prioritize gathering feedback from the
community and regular users to identify what they actually
want, and then working to implement those improvements
thoughtfully. Good governance starts with listening.

international consulting firm providing golf course management

itself but the experience of the service provided by staff
members during my golf experience. My wife is an active
member of the ladies golf club (giving me insight into their
experience) and I am an active member of the men’s club at

The two things that I have been and will continue to be focused
on are these: 1) Short term impact on the golf course irrigation
and bunker upgrades: I recommend implementing a plan to
keep up to 16 holes open and playable during the course
renovations. I have talked with management at Tustin Ranch
golf course that recently did this and they are willing to share
insight with our city representatives. 2) Future improvements
and modernization of our practice facility: I recommend
modernization of our practice facility to serve more of our
residents families. We have an opportunity to expand the
driving range to accommodate more people not only warming
up but accommodating those visitors that simply want to
practice. There is room to improve the social space in and
around the practice area and make better use of the existing
spaces around the clubhouse.

I co-founded The Lula Foundation, a 501(c)(3) nonprofit
focused on empathy, animal welfare, and community impact,
where I serve as CEO and Treasurer. I'm also a member of the
Society of Defense Financial Management. At Marine Corps
Base Quantico, I served as the Navy-Marine Corps Relief
Society Coordinator, increasing annual charitable contributions
by 273% through direct engagement with over 5,400 Marines
and their families. My entire career has been in government
service, managing public funds, ensuring accountability and
compliance, and advising senior leaders on how to allocate
limited resources across competing priorities.

understanding of the
principal roles and
responsibilities of the
Investment Advisory
Committee.

The Investment Advisory Committee provides civilian oversight
of the City's investment portfolio and its external manager,
Chandler Asset Management. The committee reviews the
City's investment policy to ensure it prioritizes safety of
principal, maintains adequate liquidity, and optimizes yield, in
that order, consistent with California Government Code
requirements for public fund investment. The IAC reviews
quarterly portfolio performance, assesses whether investment
practices conform to adopted policies and procedures, and
recommends policy updates to the City Council when market

conditions or the City's needs change. The committee serves
as an independent check, making sure public funds are
managed prudently, transparently, and in the best interest of
San Clemente's residents and taxpayers.

I'm a San Clemente resident and active-duty Marine Corps
officer with a career built on safeguarding public money. I've
been accountable for billions of dollars in public assets and I'd
serve this committee purely as a fiduciary advocate for the
City's residents.
I've managed operating budgets through continuing resolutions
(the federal equivalent of budget uncertainty) and government
shut downs. I also develop AI-powered forecasting and
analytics tools, the same kind of quantitative rigor that's
increasingly relevant to evaluating portfolio performance and
modeling investment scenarios for municipal funds.
Additionally, my experience touches many of the same issues
a coastal city like San Clemente deals with. At Quantico I
budgeted for installation crisis response planning, including a
base fire department, emergency services, and disaster
preparedness for a population of 12,000+. At my current
assignment, I managed the finances for two real-world crisis
response operations on short notice: the LA wildfire disaster
relief and Southwest Border security. Quantico sits on the
Potomac River and straddles the CSX freight/Amtrak/VRE
commuter rail lines, so I dealt regularly with waterfront access,
rail coordination, and the infrastructure tradeoffs that come with
both. I've also dealt with the fiscal/budgetary impacts of
environmental compliance for the base and its town. These
aren't abstract concepts to me; I've budgeted for them,
negotiated over them, and been held accountable for the
results.
I'm a homeowner in San Clemente with a personal stake in the
City's fiscal health. I'd love to give back.

to the Commanding General.
Accomplishments:
•

Kept the organization funded and operational through consecutive continuing resolutions and a
Government shut down.

•

Funded two crisis response operations on short notice: LA wildfire disaster relief and Southwest
Border security, when the mission expanded beyond the original budget.

Built and deployed machine learning forecasting tools (gradient boosting, XGBoost, Monte Carlo

Marine Corps Base Quantico is a 55,000-acre installation that functions as a self-contained municipality. It has
its own water treatment plant, wastewater treatment facilities, electrical distribution grid, natural gas system,
road network, fire department (3 stations, 81 career firefighters), stormwater management system, and a selfgoverning federal town within its boundaries. CSX freight rail and Amtrak/VRE commuter rail lines run
through the installation. Managed a $204M operating budget, $120M civilian payroll (870+ employees), and
$4B+ in installation real property and infrastructure. Led the organization’s 3-year migration to a new
enterprise financial system.
Accomplishments:

Managed financial oversight for all installation utilities, infrastructure, and capital planning, including
water/wastewater treatment (Chesapeake Bay watershed compliance), and electrical distribution,
