STAFF RECOMMENDS THAT the Beaches, Parks and Recreation Commission receive the
Dog Park Location & Features Survey, acknowledge San Gorgonio Park as the
preferred location for a future off-leash dog park, identify Bonito Canyon Park for
consideration as a dog run, and direct staff to conduct targeted site-area outreach prior
to returning with final recommendations.

STAFF RECOMMENDS THAT the Beaches, Parks and Recreation Commission modify the
reserved lap lane policy to allow up to three (3) reserved lap lanes Monday through
Friday from 5:30 a.m. to 3:00 p.m.; and eliminate lap lane reservations after 3:00 p.m.
on weekdays.

PRESENTATION OF WRITTEN MATERIALS
In order to ensure that Commissioners have adequate time to consider written materials concerning agenda items,
it is strongly recommended that such materials be submitted to the Beaches, Parks and Recreation Department
by noon the date preceding the meeting.
MEETINGS RECORDED
Meetings are recorded and retained as a City record in accordance with the City’s records retention schedule.
USE OF ELECTRONIC VISUAL AIDS BY PUBLIC AT MEETINGS
To allow staff adequate time to confirm software compatibility, individuals wishing to utilize electronic visual aids
to supplement their oral presentations at the meeting, must submit the electronic files to the Beaches, Parks &
Recreation Department by no later than 12:00 p.m. on the day of the meeting. Only compatible electronic formats
will be permitted to be used on City audio/visual computer equipment. Staff makes no guarantee that such
material will be compatible, but will use its best efforts to accommodate the request.
LENGTH OF MEETINGS
Beaches, Parks & Recreation Commission meetings shall be limited to three hours unless otherwise approved by
a majority vote of the Commission plus the concurrence of the primary staff support to the Commission.

Pursuant to the Americans with Disabilities Act, persons with a disability who require a disability-related

The Beaches, Parks and Recreation Commission meets regularly bimonthly (every two months) on the second
Tuesday of even-numbered months at 6:00 p.m. at San Clemente City Council Chambers. Additional meetings of
the Beaches, Parks & Recreation Commission may be called as needed.

Zach Rehm, Principal Planner, narrated a PowerPoint presentation entitled “Parking

commissioners' feedback on the beach lots.

D. Update on the 2025-26 Work Plan Timelines
Samantha Wylie, Beaches, Parks & Recreation Director, went over all of the 20252026 Work Plan Item Timelines.
Project No 1, Cost of Services Study Review for the Use of Beaches, Parks, and
Recreation Facilities. – Complete.
Project No 2, Review of concept designs for the playground replacement projects at
Forster Ranch Community Park and Talega Park. – The City will put out an RFP for
designs, and would like to bring back to the Commission designs in the Spring of 2026.
Project No 3, Participation in and review of the conceptual designs for one new dog
park. A survey will be sent out before the end of 2025, seeking input for dog park
location, amenities, and surfacing. The survey findings will be brought back to the
Commission in February.
Project No 4, Consideration and review of the designs of the Meadows field space at
Vista Hermosa Sports Park. Architectural renderings are ready.
Project No 5, Establish a subcommittee to partner with the North Beach Community
Association. Commissioner Kahn provided an update regarding community outreach
efforts. A survey was distributed to North Beach residents to better understand
community priorities. The main items identified through the survey included:

A meeting was held at the Ole Hanson Beach Club, during which the City discussed

The subcommittee expressed interest in proposing the development of an online portal
that would allow San Clemente residents to stay informed and updated on ongoing
and upcoming City projects.
Project No 6, Review of parking access at paid meters in the beach area. This project
is in progress.
Project No 7, Explore signage and education for “Sandcastles for Sloan”.
Commissioner McCanne reported that on October 27, 2025, the subcommittee met
with Allyson, Sloan’s aunt. During the meeting, the group discussed various options,
including a phased approach and potential ideas for public engagement.
The subcommittee has also been in contact with Metrolink and Amtrak regarding the
following safety-related efforts at the San Clemente beach train stops:

Educational outreach through the Junior Lifeguard Program
Additional ideas for future implementation

Allyson indicated she would share the information discussed with the family and will
follow up with the subcommittee.
Project No 8, Development of a long-term beach sand policy. Commissioner Van Nort
mentioned they have been pulling the historical data on the sand policy. The
subcommittee is working on its organization and will need to meet with Leslea
Meyerhoff and bring an update to the February meeting.

Fiscal Impact: There is no immediate fiscal impact associated with receiving the Dog Park Location
& Features Survey or conducting targeted site-area outreach. Any future costs
related to design, environmental review, construction, or ongoing operations and
maintenance of an off-leash dog park or dog run would be evaluated and presented
to the Commission and City Council for consideration as part of a subsequent action.
Summary:

The City of San Clemente conducted a Dog Park Location & Features Survey to
evaluate community demand for additional off-leash dog amenities and to assess
preferences related to location, design features, and park suitability. The survey
received 818 responses, providing a robust dataset reflective of dog ownership, park
usage, and geographic representation across the community.
Survey results indicate strong citywide support for expanding off-leash dog facilities
and identify San Gorgonio Park as the most preferred and highest-rated location
among evaluated sites. Bonito Canyon Park and San Luis Rey Park received lower
preference and suitability ratings; however, Bonito Canyon Park emerged through
both survey results and staff analysis as a potential opportunity for a more limited
dog run concept rather than a full off-leash dog park.
This report summarizes the survey findings and seeks Commission direction on
advancing site-specific outreach for San Gorgonio Park and Bonito Canyon Park
prior to further evaluation, design, or environmental review.

Background:

San Clemente currently provides limited designated off-leash dog facilities relative to
the number of households with dogs and overall community demand. In response to
ongoing public interest, Council approved a capital improvement project to include
the design and future construction of a new off-leash do park. To better understand
and glean the community’s feedback on this type of project, staff developed and
distributed the San Clemente Dog Park Location & Features Survey to inform future
planning decisions with objective, community-wide data.
The survey was designed to assess whether additional off-leash dog amenities are
needed, identify preferred locations among several candidate parks, evaluate
perceived site suitability, and understand desired features and design

considerations. The complete survey summary is included as an attachment to this
report.

Discussion:

A total of 818 residents completed the survey. Respondents were primarily from zip
codes 92672 and 92673, reflecting strong participation from residents living near the
City’s major park assets. Eighty-seven % of respondents reported having at least
one dog in their household, and approximately 60 % indicated that they visit dog
parks at least occasionally. Importantly, 85 % of respondents indicated that San
Clemente needs a new or additional off-leash dog park, demonstrating broad
community interest in expanded amenities.
Location Preference and Suitability
When asked to identify a preferred location for a new off-leash dog park, San
Gorgonio Park ranked highest, receiving approximately 41% of all responses. Bonito
Canyon Park and San Luis Rey Park each received approximately 13% of
responses, while the remaining respondents selected “other” locations or indicated
that none of the listed options were preferred.
Respondents were also asked to rate the suitability of each potential location. San
Gorgonio Park again ranked highest, with a weighted average score of 3.66 out of 5,
followed by Bonito Canyon Park at 3.15 and San Luis Rey Park at 3.12. The
consistency between preference and suitability ratings reinforces San Gorgonio Park
as the leading candidate location based on survey data.
Among respondents who selected San Gorgonio Park as their preferred site, the
majority reside in zip codes 92673 (48.6%) and 92672 (45%), indicating strong
neighborhood-level support in addition to citywide participation.
Design and Programming Considerations
Survey responses also provide insight into how residents envision a successful offleash dog facility. The most highly ranked features include separate areas for small
and large dogs, shade, water stations, and seating for owners. With respect to
surfacing, natural grass and synthetic turf received the highest overall rankings,
while respondents expressed lower preference for sand or experimental hybrid
surfaces.
These findings suggest that community expectations are focused on safety, comfort,
durability, and ease of maintenance rather than elaborate or specialized amenities.
Staff Analysis
The survey results provide clear, data-driven direction regarding both the need for
additional off-leash dog amenities and the relative preference among candidate park
sites. San Gorgonio Park consistently emerged as the most preferred and highestrated location, making it the most defensible primary site for further evaluation.

Bonito Canyon Park, while not ranking as highly overall, presents a different
opportunity. Due to its size, configuration, and surrounding context, staff believes it
may be more appropriate to evaluate Bonito Canyon Park for a smaller dog run
concept rather than a full off-leash dog park. A dog run would provide an additional
off-leash option while potentially reducing impacts related to noise, circulation, and
compatibility with other park uses.
Because both San Gorgonio Park and Bonito Canyon Park function as
neighborhood-serving parks, staff recommends a brief, targeted outreach effort
focused on residents in the immediate vicinity of each site prior to advancing design,
environmental review, or implementation. This outreach would supplement the
citywide survey with site-specific input and allow operational and compatibility
considerations to be identified early in the planning process.
Subject to Commission direction, staff will conduct targeted outreach to surrounding
neighborhoods for San Gorgonio Park and Bonito Canyon Park and return to the
Commission with a summary of site-specific feedback, refined site concepts, and
recommended next steps.

All 3 parks should be made into dog parks so that each area of town has a dog park nearby. San
Gorgonio has the most potential in terms of size- the bigger the area the better so that dogs can spread
out and minimize any aggression. Take a look at La Paws dog park in Mission Viego and do something
similar at San Gorgonio, with natural grass separate small/big dog areas, trees, seating and water
stations. Also make a separate mulch area that can be used during rainy weather or when the grass is
being replaced. Take a look at Poinsettia dog park (grass) and Alga Norte dog park (mulch) in Carlsbad
for inspiration. Bonita Canyon is already being used as a de facto dog park by locals- just make it legal. If
necessary, you can limit the hours to morning and evening. There isn't much parking here so it's better
for just locals that will mostly walk there dogs there. No need for fences but please fix the water lines that
result in constant mud pits. San Luis Rey will need fencing around the grass area to separate the child
play area. Also convert the fenced in DG area to mulch or natural grass. Please make sure that none of
the parks use herbicides or pesticides as dogs are particularly sensitive (my last dog died of an
aggressive nasal tumor). Also, please make Leslie park an official off-leash park during certain morning
and evening hours. You just need to add a simple fence, and please fix the leaking water pipe there that
also creates a mud pit. Again, locals are already using it this way without problems. Residents should not
have to fear citations for using their neighborhood parks with their dogs. It is important that each area of
the City has a place nearby- preferably walking distance, where their dog can run and play. Most
importantly, please please act quickly. I am currently driving to Mission Viejo most days (and there are
others doing the same) to use La Paws dog park because I have a very high energy dog that needs to
run and play every day. I adopted him from the San Clemente shelter last year and I also volunteer there
and I know that having more off-leash dog areas will help owners keep their dogs happy and reduce the
rate of dog relinquishments. Also, please fix the existing small dog park near the shelter. There are large
holes that make it dangerous for dogs to run as they can easily tear their ACL if they step in one of the
holes while running (that also happened to my last dog and required a very expensive surgery). Thank

I think that funds for a dog park could be better spent in other ways in our community. The dog owners
have largely shown that they care only for themselves and their dogs. I think that if the dog owners want
to have PUBLICLY funded dog park then they need to show a little more responsibility. I have
encountered way too many irresponsible dog owners in San Clemente. They have their dogs off leash
and have no control over them. My 3 year old child has been endangered multiple times in this situation.
Regardless of whether or not the animal is friendly, my child has been knocked over and nipped, growled
and barked at! This is NOT ok. My child is a CITIZEN, a human with rights. Dogs do not hold citizenship
nor do they have any rights. They might be somebody's "fur baby" but that is ONLY in a private
residence! Some owners state that their dogs have nowhere to run, because they are too aggressive
for dog parks, and the place they live is too small. So instead, they subject me and my young child to a
very dangerous situation! I had a dog owner try to tell me and my child to get off the lawn because she
wanted to walk her aggressive dog back in September! If your dog is that aggressive and unpredictable it
is NOT appropriate to be out in public! The most recent incident was at North Beach last week when
there were THREE dogs off leash! All approached my child, and I picked him up for safety. The owners
seemed to think that there was NOTHING wrong with their decisions to let their dogs off leash. One dog
was acting aggressive, growling and barking at us!!! If we have a new dog park in San Clemente, we also
126 need to start citing and enforcing our safety rules regarding dogs that keep our CHILDREN safe!
I used to frequent both SC dogs parks daily. Enjoyed the interaction with owners and my dogs with other
canines. Unfortunately, because of aggressive animals, we stopped going. Maybe if our park could be
larger, this would help that issue. It's really a great asset to any city to have a good, clean, landscaped
dog park. Laguna is a perfect example. Their park is magnificent. Lots of open space. Different terrain

We used to visit the dog park often, but not as frequent after we lost a dog park that seems to be a
forgotten dirt-bowl area that is removed from town (unless you live 4 miles inland). With so many dogs,
we need a clean and healthy place for the pup to interact, run, play, and learn manners and basic
training. Sand and mulch attract cats (litter box) and other animals/insects, are hard to clean, and breed
fleas making it gross and unhealthy. Grass is expensive to install and maintain, but the best medium. DG
is less likely to stick to dogs, track outside the area; and once compacted, it's easy to pick up after the
dogs, forms puddles instead of mud, and paws get traction for play. Faux grass gets really hot, is
expensive to install and needs to be replaced, and paws skid making it unsafe for big dog play or agility.
Not sure what "other hybrid" is referring to, but it might be interesting to learn more. Bonita Canyon is
central to town, has dog-friendly places close by, more laid-back "surf ghetto" culture w/ little residential
to upset homeowners, and is a nice, low-grade dog walk if you park further away with little impact to
residential neighborhood street parking that create complaints. San Gorgonio is too residential with
traffic, parking and space that is already heavily impacted by sports programs, and the neighbors are fedup living by the park. San Luis Rey is too far and parking impossible between sports, Primo's and other
423 businesses. There are also errant golf ball issues.

When I had my 2 dogs, the dog parks were dumps and not well maintained. And basically it was a place
for the owners to socialize every morning and not care about their dogs. The best thing for dogs is a
walk. Not to dump them off at a dog park , and then sit at a table and talk to your friends. Even if I had
dogs ,which I will in the future because I love dogs , walking them is better exercise for both the owner
and the dog . Human spaces and improvements for that seem a better use of funding. So many
improvements could done for kids and adults to encourage outdoor activities. Maybe nice trails, around a
park. Mission Viejo has some lovely parks with beautiful spaces to stop , all around the park. Another
dog park? Really. How about a beautiful trail you can walk your dog? With art and mosaics, streams ,
426 trees, benches. Geocaches .
When we lived in Scottsdale, the dog park had two sections - active and passive (opposed to large and
427 small dogs). This worked really well
With so many of having small to no yards, I appreciate the consideration of a nice space for our pups to

Would definitely love to see some interactive activity options in a dog park for dogs to run up or play with.

Summary:

Background:

The purpose of this staff report is to review the continued allowance of reserved lap
lanes during public swim hours and to seek Commission input on a proposed
modification intended to better balance lap swim access with increasing demand for
general public swim.
The City operates two primary public aquatic facilities: the San Clemente Aquatics
Center and the Beach Club. Approximately one year ago, staff implemented a policy
eliminating lap lane reservations at the Beach Club due to space constraints and
consistently high recreational swim demand. Since that time, no lap lane reservations
have been permitted at the Beach Club.
At the San Clemente Aquatics Center, up to three (3) lap lanes are currently available
for reservation daily during public swim hours. This policy was intended to provide
flexibility for lap swimmers while maintaining general access for recreational users.
Over the past year, staff has monitored pool usage patterns and received feedback
from patrons regarding lane availability and crowding during peak hours.

Discussion:

Staff observations and usage data indicate that public swim demand at the San
Clemente Aquatics Center increases significantly after 3:00 p.m. on weekdays,
coinciding with after-school hours, family use, and recreational swimming. During
these peak periods, the reservation of up to three lap lanes has reduced available
open water space, contributing to crowding and user conflicts.
Conversely, lap swim demand remains strongest during early morning and mid-day
hours, when overall pool use is lower and reservable lanes have minimal impact on
general access.
Staff believes the current all-day reservation model does not reflect actual usage
trends and creates avoidable impacts during high-demand recreational swim times.

Staff recommends modifying the reserved lap lane policy at the San Clemente
Aquatics Center as follows:
•

Allow up to three (3) reserved lap lanes Monday through Friday from 5:30 a.m.
to 3:00 p.m.

•

Eliminate lap lane reservations after 3:00 p.m. on weekdays

This adjustment preserves dedicated lap swim access during lower-use periods while
improving overall pool availability during peak public swim hours.
Recommended
Action:
STAFF RECOMMENDS THAT the Beaches, Parks and Recreation Commission modify the
reserved lap lane policy to allow up to three (3) reserved lap lanes Monday through
Friday from 5:30 a.m. to 3:00 p.m; and eliminate lap lane reservations after 3:00 p.m.
on weekdays.

Dear Director Wylie,

I am writing to express my concerns regarding your recent Agenda Report addressing the review of park locations and
features, specifically as it relates to San Gorgonio Park. While the report covered a range of considerations, it omitted a
critical requirement contained in the Environmental Impact Report (EIR) for San Gorgonio Park.

As you know, the EIR clearly states that prior to adding any additional activities or expanding recreational uses at San
Gorgonio Park, the City must first increase on-site parking capacity to adequately accommodate the additional demand.
This requirement is not optional; it is a binding mitigation measure intended to protect surrounding neighborhoods,
ensure safe access, and prevent adverse environmental and traffic impacts.

Given the significance of this condition, its absence from the Agenda Report is concerning. Any discussion of new or
expanded park features must be grounded in the obligations established by the EIR. Failing to acknowledge these
requirements risks creating public misunderstanding and could lead to planning decisions that are inconsistent with the
City’s environmental commitments.

I respectfully request that future reports and discussions regarding San Gorgonio Park fully incorporate the EIR’s parking
requirements so that the City, the Commission, and the public can evaluate proposals with complete and accurate
information.

I’m not in favor of reserved lanes, they usually sit empty and it forces other regular swimmers to split lanes. Additionally,
it allows them a privilege to NOT split during high use periods. Wish we could all be so lucky.

Dear City of San Clemente Parks & Recreation Commissioners:
As an early morning lap swimmer using the Aquatic Center large swimming pool, my comment is that the Reserved Lap
Lane Use should be abolished or discontinued.
The reasons are more lap lanes should be available for all swimmers, especially when the pool is very busy in the early
morning hours 5:30 AM to 8:00 AM. Also, these lanes should be more available in case swimmers need to share their
lane with another swimmer. Another reason is swimmers reserve the Lap Lanes for their own use; however, many times
those lap swimmers do not show up to swim in their reserved lanes.
I am aware of lanes being reserved for the Masters Swim Program, and those lanes are important for the Masters
swimmers.
The pool fees will be increased in July 2026; therefore, please make more lanes available to us lap swimmers instead of
reserving three lanes for lap swimmers.
