A. Care Ambulance Performance Measures FY2025 Q2
In response to Committee questions, Chief Maule explained that ambulances
went on all medical aid calls; and there were minimal calls for homeless
persons.
B. OCFA Performance Measures FY2025 Q2
Chief Maule summarized the Q2 performance measures.
In response to Committee questions, Chief Maule discussed San Clemente
response times compared to other jurisdictions; equipment replacement plan;
HeloPods; lessons learned from LA County fires; residential inspections; and
Water Department review of reservoirs and hydrants.

Chair Berkuta discussed tsunami kiosk maps at Balboa Island in Newport
Beach; and the Ready, Set, Go! Program presentation.
(2) Homelessness and Best Management Practices for Public Safety
Personnel Project Update

(3) Neighborhood Watch
Vice Chair Greenwald discussed upcoming community meetings; recruitment
of additional block captains; Police Escort to Schools; Bicycle Safety
Awareness Month in May; and new off-road equipment obtained by OCSD.

Community Development Director Atamian stated the City’s new e-bike
ordinance was adopted by the City Council.

REPORTS OF COMMITTEE MEMBERS AND STAFF
A. Police Services – Orange County Sheriff’s Department Capt. Chevalier
Captain Chevalier provided an update on Police Services response times, notable
arrests, and Flock cameras.
B. Fire Services – Orange County Fire Authority, Chief Maule
Chief Maule discussed Dozer School at Camp Pendleton; upcoming Fire School;
and Wildfire Preparedness.
Chair Berkuta discussed his experience with home hardening.
C. Marine Safety – Marine Safety Division Capt. Mellott
Chief Mellott provided an overview of recent statistics; notable incidents; lifeguard
training; and special event permits.
In response to Committee questions, Chief Mellot discussed pontoon boats on the
beach; and updates on the Mariposa Bridge project.

Chair Berkuta indicated he would not be reapplying for the Committee following
his term expiring on June 30, 2025

F. City Staff
Community Development Director Atamian discussed the Council’s modifications
to City Committees and Commissions and impact to the Public Safety Committee;
and Council’s approval of staffing changes including an Emergency Management
Specialist.
In response to Committee questions, Community Development Director Atamian
stated Neighborhood Watch signs fell under the Public Works Department.

MOTION BY VICE CHAIR GREENWALD, SECOND BY MEMBER HAZELTON,
AND CARRIED 3-0-1, MEMBER RHODEN ABSENT, to adjourn the meeting at
3:42 p.m., to a Regular Meeting of the Public Safety Committee scheduled to be
held on Tuesday, May 27, 2025, at 3:00 p.m. at City Hall in Council Chambers at
910 Calle Negocio, San Clemente, California.
