Receive other brief reports or announcements relative to the County of Del Norte
programs and projects, progress of the two by two committees, technical
advisory committees and/or Board and staff travel/training reports.
Supervisor Short: Attended the RCRC meeting.
Supervisor Starkey: Attended the DNSWMA meeting, attended the California
Transportation Commission meeting, attended numerous meetings to coordinate the
upcoming local Senior Summit and received numerous constituent calls and emails

regarding Flock Cameras. Supervisor Starkey received consensus from the Board to
place Flock Cameras and Mobile Home Rental Park Stabilization as a discussion item
on a future Board of Supervisors Agenda.
Supervisor Howard: Attended the California Transportation Commission meeting,
attended the CSAC meeting and has been working with County staff on getting the
Boat Docks installed for the upcoming Salmon Season.
Supervisor Borges: Nothing to report.
Supervisor Wilson: Attended LAFCO and the DNSWMA meeting.
CONSENT AGENDA
Comments from members of the public may be heard at this time regarding matters on
the Consent Agenda only.
1. Approve and adopt the minutes from the August 11, 2026 Board of Supervisors
meeting.**

2. Approve and authorize the County Administrative Officer to sign the Proposition
64 Grant Agreement between the County of Del Norte and Del Norte Unified
School District for the operation of youth recreation programs, and authorize the
County Administrative Officer to execute any subsequent amendments,
certifications, and any programmatic documents, as requested by the Recreation
Coordinator and the Administrative Programs Manager.**

3. Approve and adopt a Resolution appointing the County Administrative
Officer/Director of OES, Assistant County Administrative Officer/Assistant Director
of OES and the Emergency Services Manager to act as authorized officials to
execute applications and documents for the purpose of obtaining financial
assistance through the Next Generation Warning System Grant Program as
requested by the OES Fiscal Manager.**

4. Approve and adopt a Resolution appointing the County Administrative
Officer/Director of OES, Assistant County Administrative Officer/Assistant Director
of OES and the Emergency Services Manager to act as authorized officials to
execute applications and documents for the purpose of obtaining financial
assistance for the Emergency Management Performance Grant (EMPG) and
Homeland Security Grant Program (HSGP) as requested by the OES Fiscal

Health Board’s Healthcare Agency Representative for the term of August 25,
2026 through August 24, 2029, as requested by the Director of Health and

6. Approve and authorize the Chair to sign the attached Task Order to the On-Call
Agreement with Lenders Construction Services to provide BHCIP Construction
Management Services for the term beginning August 25, 2026 through June 30,
2028, as requested by the Director of Health and Human Services.**

8. 10:30 AM - Wetherell. Recommend the Board of Supervisors approve a modified
road improvement standard resulting in the application of the Modified Road
Improvement Standard (Applicant’s Proposal) as recommended by the Planning
Commission and presented by the Assistant County Engineer.**

REGULAR ITEMS
GENERAL GOVERNMENT:
10. Review applications received by the Clerk of the Board and appoint one (1)
candidate to fill the third County member seat on the Border Coast Regional
Airport Authority (BCRAA) Board of Commissioners in accordance with Section
1.3 of the BCRAA Joint Powers Authority (JPA) Agreement, to serve a four (4)
year term effective upon appointment by the Board of Supervisors or until
replaced by the Board of Supervisors pursuant to Section 1.4 of the BCRAA JPA,
as requested by the Board of Supervisors.**

Approved. The Board approved the appointment of Gerry
Hemmingsen to the Third County Member Seat. The motion also
directed staff to explore potential updates to the BCRAA JPA.
Supervisor Starkey made a motion to appoint applicant Mark
Weaver; however, the motion failed for lack of a second.

Consider miscellaneous legislative and budget matters pertinent to the County of Del
Norte. Authorize the Chair to sign and send appropriate letters with respect to matters
pending before the state or federal governments.
12. Receive a copy of a letter provided to State legislatures from the Director of
Health and Human Services per Section 1.60 of the Administrative Manual, as
requested by the Director of Health and Human Services.**
