Recommendation: Adopt a resolution:

Accepting San Mateo County Grand Jury report regarding findings and recommendations related to assessment and reporting of City’s internal controls (attachment 2) and;
Approving City’s response to the report.





3.2   City’s Response to the San Mateo County’s Grand Jury Report Titled “ Restaurant Exteriors – The Neglected Space"
 
Recommendation: Adopt a resolution: 
 

Approving the City’s response to the San Mateo County’s Civil Grand Jury report titled “Restaurant Exteriors – The Neglected Space”; and
Authorizing the City Manager to submit the City’s response on behalf of the City to the San Mateo Superior Court.






3.3 Increase the shared $200,000 Not-to-Exceed (NTE) to $350,000 Not-to-Exceed (NTE) with an additional two annual extensions at the City Manager’s discretion with Regional Government Services (RGS), Muchmore than Consulting, LLC, and CPS HR Consulting for Human Resources (HR) Support
 
Recommendation: Adopt a resolution to increase the collective not-to-exceed (NTE) amounts for previously approved Human Resources (HR) support contracts with Regional Government Services (RGS), Muchmore Than Consulting, LLC, and CPS HR Consulting from $200,000 to $350,000, and adding two annual extensions at the City Manager’s discretion.



3.4 Ratification of Application for the Partnership for the Bay's Future Policy Fund Grant
 
Recommendation: Adopt a resolution ratifying the City Manager’s application to the Partnership for the Bay’s Future (“PBF”) the Policy Fund Grant.




3.5 Reproductive Freedom Defender Resolution
 
Recommendation: Adopt the Resolution Declaring the City a Defender for Reproductive Freedom.



3.6 City Council Meeting Minutes
 
Recommendation: Adopt the September 3, 2024, City Council Meeting Minutes.

9.1 Use of Surveillance Cameras and Automated License Plate Recognition Systems for Enhanced Public Safety
 
Recommendation: Adopt a resolution:  

Authorizing the City Manager to install surveillance cameras     at all City buildings, pedestrian/bicycle overcrossings and City parks to enhance public safety; 
Authorizing a one-year automated license plate reader (ALPR) pilot program by directing the City Manager to enter a one-year contract with Flock Technology to install fixed automated license plate reader (ALPR) systems at strategic locations to   enhance public safety   ; and
Waiving the formal bid procedure pursuant to East Palo Alto Municipal Code Section 2.84.070(D).





9.2 Compassionate Clearance of Homeless Encampments
 
Recommendation: Adopt a resolution directing staff:

to compassionately clear homeless encampments where there are dire risks to health and safety;
to collaborate with neighboring jurisdictions and other community partners (including with the County of San Mateo) in sharing resources toward this goal;
to provide updates on actions taken to compassionately clear encampments; and
to provide FY 25-26 budgetary suggestions needed toward this effort.

10.1 Potential Reconsideration of Public Works and Transportation Commission’s April 17, 2024 Decision on EPACENTER’s request for a loading zone
 
Recommendation: Decide whether to reconsider the Public Works and Transportation Commission’s April 17, 2024 decision denying EPACENTER’s request for a loading zone.


10.2 Recommendation to form Measure HH Evaluation Subcommittee
 
Recommendation: Appoint two Councilmembers to a subcommittee tasked with collaborating with staff and a contractor to develop an evaluation tool for Measure HH, and to present their recommendations to the full City Council.
