FIRE DEPARTMENT
MEMORANDUM
TO:
Beverly Hills City Council Liaison / Health and Human Relations Commission
Committee
FROM:
Trevor Richmond, Interim Fire Chief
DATE:
October 22, 2026
SUBJECT:
2026 Health and Human Relations Commission Accomplishments
Rose Kaiserman and Pam Kraushaar will serve as the Chair and Vice Chair of the Health and
Human Relations Commission from January 2026 to December 2026.
The areas of interest for 2026 included:
• Mental Health Education
• Emergency Preparedness
• Wellness
• Optimize Public Health and Safety
• Community Health and Unhoused Programs
• Support City Health and Human Relations
• Social Media Safety
• Community Engagement
From January through October, the Health and Human Relations Commission accomplished the
following:
1. Held the 3nd Annual Social Media Safety Day discussion to build awareness about the
mental health effects of social media on children and their families. In 2024 the
Commission spearheaded a City proclamation which was established on September 4,
2024, declaring Social Media Safety Day every year on this day.
2. Held Kindness Week February 8-14, 2026, a citywide celebration dedicated to inspiring
compassion, connection, and community spirit. Activities included the Day of Giving at
the Farmers Market, a donation drive for food, clothing, and essential items; Beverly Hills
Active Adult Club Valentine’s Dance; The Kindness Van activation - Kindness is Free in
partnership with the Boys & Girls Club visited both Beverly Vista Middle School and
Beverly Hills High School; Students at Horace Mann and El Rodeo elementary schools
created a Banner of Gratitude honoring Beverly Hills’ first responders; and a citywide
Social Media Challenge Day, where the community shared messages of kindness to
spread positivity throughout the community.
3. Updated the Civility logo—originally introduced in 2010 when the Election Civility
Statement was first formalized— it was refreshed by the City’s Graphics team to provide
a more modern and engaging look. The Commission began using the updated design
this year.
4. Updated the Election Civility Statement. The revision incorporated the name of the newly
combined body – Health and Human Relations Commission. The City Council adopted
the Statement on February 4, 2026.
5. Integrated the Election Civility Statement into municipal elections where all candidates
and their campaign managers sign in support of the statement. This initiative promotes
an environment where respect and responsible actions prevail in all elections and in
every aspect of community life.
6. Held the annual Embrace Civility Award where the Commission honored an outstanding
individual who demonstrated and promoted positive civil behavior. Honoree will be
formally recognized at the November 10, 2026, City Council meeting. Promotional efforts
included a social media campaign throughout August with public outreach at City events,
distribution to the City Council, all commissioners and in commission packets.
Nomination forms were available electronically on the City’s website, and in a hardcopy
medium at multiple locations in the City.
7. Celebrated Civility Month. The Commission raises awareness during the month of
October. Banners are prominently displayed around City Hall campus, La Cienega and
Roxbury parks, and at all major lobbies in various departments. Promotional efforts
include a social media campaign throughout October, public outreach at the Beverly Hills
Art Show and distribution of ‘Civil City’ stickers.

CITY OF BEVERLY HILLS
FIRE DEPARTMENT
MEMORANDUM
TO:
Beverly Hills City Council Liaison / Health and Human Relations
Commission Committee
FROM:
Trevor Richmond, Interim Fire Chief
DATE:
October 22, 2026
SUBJECT:
Discussion of 2027 Incoming Chair’s Focus Area Topics, Areas of Interest,
and Work Plan Initiatives
ATTACHMENTS
None
The purpose of this memo is to request review and approval of the Health and Human Relations
Commission (Commission) calendar year 2027 work plan, by the Beverly Hills City Council
Liaison/Health and Human Relations Commission Committee, consisting of Vice Mayor Mary
Wells, and Councilmember Sharona Nazarian.
BACKGROUND
It has been the practice of the Commission that the incoming Chair names an Area of Focus for
their term and that they provide suggestions and seek input on other Items of Interest the
Commission may want to cover or highlight in the coming year. This format was designed by the
previous Commissioners to establish a map or guideline for the Commission to follow that
provides a clear direction and focus and allows the Chair to highlight a specific topic. Also,
historically, in December the Commission identifies a workplan item to be included in the
budget. The definitions appear below.
Area of Focus:
One umbrella topic the Chair would like the Commission to focus on during their term.
Items of Interest:
Subject matter/topics of interest to the Commission. Commission may want to study or
have a staff member, or a subject area expert or a community member provide
information to the Commission or public.
Work Plan Items:
An actual task that will be completed by the Health and Human Relations Commission.
This is reflected in the City’s budget and is based on the fiscal year.
Commissioners provided input and are seeking approval for any other areas of interest to be
heard in 2027.
DISCUSSION
For 2027, incoming Commission Chair Pam Kraushaar requested the following areas of focus
and corresponding items of interest:
FOCUS: Optimizing Mental and Physical Health, Safety, and Human Relations
A. Continue to advance community health, safety, and human relations by cultivating best
practices, supporting staff in leading these initiatives, and leveraging established
programs like Neighborhood Watch and Just in Case Beverly Hills.
ITEMS OF INTEREST:
The following are items of interest for the Commission.
1. Mental health education and local partnerships – develop, distribute, and digitally
promote community-wide mindfulness and wellness tools.
2. Public health preparedness – to effectively respond to future health and safety
challenges.
3. Community health, unhoused services, and mental health – support social services,
elderly assistance, and resources.
4. Promote a civil environment where kindness, respect and responsible actions prevail.
5. Social media safety education – raise awareness and empower the community with the
tools to stay safe and smart online.
6. Optimize emergency preparedness through coordinated communication strategies,
public alerting systems, and community drills.
A. Topics will rotate monthly, every other month and quarterly. A schedule will be set
accordingly. On other occasions we plan to coordinate with existing “awareness” months
to learn about preventative health strategies. For example, if October is Breast Cancer
Awareness month, we would have a speaker to go with that topic.
Work Plan Items for FY 2026-2027 and FY 2027-2028 (Budget)
•
Continue to support staff and the various health, safety, and human relations related
programs offered to the community.
RECOMMENDATION
The Commission requests the Beverly Hills City Council Liaison/Health and Human Relations
Commission Committee review and consider approving the Commission’s focus and items of
interest for the calendar year 2027 and the work plan items for the second half of fiscal year
2026-2027 and first half of fiscal year 2027/2028.
