CALL TO ORDER:
There being a quorum present, the meeting was called to order at 4:30 p.m. by Councilwoman Jennifer Green.

ROLL CALL:
COUNCIL MEMBERS PRESENT: Councilmen Oliver Roberts, Benjamin Hughes,
Joel Coleman and Councilwomen Stephanie Messenger and Councilwoman Tommie Conaway.
ABSENT: Councilman Olen
Also Present: Mayor LeJeune, City Attorney; Patrick Dungan, Troy Strunk, Fire Department; Chief Tacon,
Police Department; Chief Gulsby, City Clerk; Cindy Beaudreau, Recording Secretary; Christina Brazell.
Junior City Council present: Emma West

APPROVAL OF MINUTES FROM PREVIOUS MEETING
Minutes from August 10, 2026 Public Safety meeting approved as presented.

POLICE DEPARTMENT – Chief Gulsby
Old Business: None
New Business: (Stats provided)
Flock Camera vs REKOR discussion. Chief Gulsby provided the cost associated with each system as well as
the subscription/benefits.
Discussion to consider more cameras around the City. Will be moved to next meeting. Councilwoman
Messenger asked for additional details such as exact number of cameras wanted, locations, replacement costs
etc.
FIRE DEPARTMENT: - Chief Tacon
Old Business: None.

New Business: (Stats provided)
Daphne Search and Rescue new location, building plans discussed.
Staffing, 2 new Fire Medics started school, set to graduate on November 20th this year. 3 new Fire Fighters are
currently going through orientation.
Chief Tacon to assist Spanish Fort Fire Department with interviews this week.

Medstar Update: Brad Jernigan attended and provided their department’s stats as well as their compliance
numbers. (357 calls, 93.8 % compliance.) Also, they now have an official agreement with Newmans Ambulance
Service. Newmans can assist with emergency calls.
Blood Program Discussion.
Chief Tacon provided an update for the request from Councilwoman Messenger on additional inspections of the
common living/laundry areas for dryer vent cleanouts.
Citizen Academy starts Tuesday, 14 people to attend.
