GOMESA GRANT AGREEMENT

EXHIBIT A
State of Alabama
GOMESA
Disbursement Justification
Background:
GOMESA was enacted by Congress in 2006 and significantly enhances outer Continental Shelf
(OCS) oil and gas leasing activities and revenue sharing in the Gulf of America. Among other
things, GOMESA provides for enhanced sharing of leasing revenues with Gulf producing states
and the Land & Water Conservation Fund for Coastal Restoration projects. GOMESA authorizes
uses of the proceeds for the following purposes:
a. Projects and activities for the purposes of coastal protection, including conservation,
coastal restoration, hurricane protection, and infrastructure directly affected by
coastal wetland losses;
b. Mitigation of damage to fish, wildlife, or natural resources;
c. Implementation of a federally approved marine, coastal, or comprehensive
conservation management plan;
d. Mitigation of the impact of outer Continental Shelf activities through the funding
of onshore infrastructure projects; and
e. Planning assistance and the administrative costs of complying with GOMESA.
Project Description:
Jubilee Recreation and Fishing Pier at Bayfront Park – City of Daphne
Through the development of the 2021 Comprehensive Bayfront Park Master Plan, City of Daphne
leaders envisioned an improved Bayfront Park (Figure 1) with an outdoor event
space/amphitheater, waterfront boardwalk, public restrooms, a recreation and fishing pier,
designated viewing and educational areas, and a 12-15’ wide boardwalk and trail system that will
connect residents and visitors to Bayfront Park from Interstate 10 via pedestrian access (Figure 2).
The City previously utilized $4 million of GOMESA funding to support the purchase of 8.5 acres
to expand Bayfront Park (G-CDBA/21/CD). This significant acquisition, with acreage adjacent to
Bayfront Park, included a 90,000 square foot medical center which will be converted into the City
of Daphne Recreation Center and provides a large parking lot. In 2023, the City of Daphne was
awarded $7.5 million in GOMESA funding (G-CDBP/23/CD) to implement the next priority phase
of the Bayfront Park Master Plan, which includes the construction of the outdoor event space and
amphitheater. The City also received $4 million in 2025 GOMESA funding (G-CDRC/25/CD)

Page 11 of 17

Rev. 11/1/2023

Page 28 of 50

Page 29 of 50

GOMESA GRANT AGREEMENT

which will further improve Bayfront Park by launching the renovations of the medical center to
convert space into the Recreation Center.
This 2026 GOMESA project will fund the engineering and design, permitting, grant
administration, and contribute to construction of the recreation and fishing pier at Bayfront Park.
To bridge any remaining project funding needs, the City of Daphne will secure funding necessary
to complete the construction of the pier. The new pier will serve as a multi-use destination,
providing public fishing access and a premier setting in coastal Alabama to enjoy the breathtaking
sunsets over Mobile Bay. In addition to fishing and sunset viewing, the pier will support
birdwatching, as Bayfront Park is recognized as one of the most biologically diverse birding
hotspots along the Alabama Gulf Coast. The current 10-foot-wide pier was constructed around
2003 and extends approximately 180 feet into Mobile Bay (Figure 3). The new pier will be ADA
accessible from Bayfront Park and extend approximately 1,100 feet into the bay with a width of
16 feet (Figure 4). Designed for resilience, the pier will be constructed with storm-rated concrete
pilings, elevated decking, and reinforced composite or concrete materials to withstand hurricanes
and tropical storms, ensuring long-term durability. This project will strengthen the community’s
connection to Mobile Bay while also promoting conservation stewardship and outdoor recreation.
This project meets several GOMESA Authorized Uses including projects for the purposes of
coastal protection, including conservation, coastal restoration, and hurricane protection;
mitigation of damage to fish, wildlife, or natural resources; implementation of a federally
approved marine, coastal, or comprehensive conservation management plan; and mitigation of
the impact of OCS activities through onshore infrastructure. Upon completion, the expanded
public access opportunities and associated planned access design will mitigate impacts to natural
resources caused by unmanaged access and user pressure due to currently limited access points.
Such unmanaged access often results in adverse environmental impacts associated with increased
sediment load from shoreline de-stabilization, rutting/soil compaction, and increased siltation of
wetland habitats. Furthermore, the Mobile Bay National Estuary Program’s Comprehensive
Conservation & Management Plan (CCMP) for Alabama’s Estuaries & Coast 2026-2036 seeks to
enhance existing public access sites under Activity Number G6 Ecosystem Restoration and
Protection - 1 (G6-ERP-1). In addition, Section 309(a)(3) of the Alabama Coastal Area
Management Program (ACAMP) seeks to attain increased opportunities for public access to
coastal areas of recreational, historical, aesthetic, ecological, or cultural value. This project will
enhance public access and increase outdoor recreational opportunities for residents and visitors
across Baldwin County where access to the waterfront and natural resources is limited.
Project Duration:
This project is expected to take approximately twenty-four (24) months from the execution of
the Agreement.
