Florida has become one of the densest Flock states in the country, with sheriff's offices, small-town PDs, and no shortage of private HOAs and shopping centers all feeding plate scans into a network that was never put to a public vote in most of these jurisdictions.
The legal-expert segment matters because most residents have no idea what their rights are when a private HOA camera is logging their plate every time they drive to work, or when that data gets shared with a regional fusion center. Florida's patchwork of county-by-county deployments means the same drive across town can put you in a dozen different retention policies with a dozen different access rules, and almost none of it is something voters approved directly.
