Prime Global 24's clip of Governor Abbott doing exactly that follows a well-worn script: invoke an active investigation, suggest more surveillance infrastructure would've closed the gap faster, and let the emotional weight of the moment do the persuading. It's a powerful pitch. It's also unfalsifiable β€” nobody can prove a counterfactual about cameras that weren't there, which makes it a convenient argument for expanding systems like Flock's ALPR network with minimal pushback.

We're not dismissing that plate readers can sometimes generate a lead. But "could have helped" is doing a lot of work in that headline, and it's the same phrase used to justify thousands of cameras now blanketing Texas highways, side streets, and neighborhoods, most of which have nothing to do with any shooting investigation. Once that infrastructure is built in the name of one emergency, it doesn't get dismantled when the case closes β€” it just keeps logging every vehicle that passes, indefinitely, for agencies and purposes far beyond the original justification.
