MPD detective charged with misconduct while investigating Flock system misuse, leaders respond

WISN 12 News · 3 months ago

The short version: A Milwaukee detective faces misconduct charges tied to Flock misuse, yet the mayor and police chief are still defending the system rather than the oversight failures that let it happen.

Our Take

Here's the pattern that keeps repeating in city after city: a Flock database gets abused by someone with a badge and a login, the misuse comes to light, and instead of a hard look at the guardrails, local leadership circles the wagons around the technology. WISN 12's reporting out of Milwaukee is the latest example — a detective now facing misconduct charges connected to how the Flock system was used, and city officials responding not with new oversight but with a vote of confidence in the cameras themselves.

That's backwards. The whole sales pitch for ALPR networks is that they're supposedly audited, logged, and restricted to legitimate investigations. When an insider can allegedly bend that system for their own purposes and it takes a criminal case to surface it, that's not a one-off — it's a signal that audit logs and policy language aren't doing the job they're marketed to do. Every city that rolls out Flock is trusting that the people with access won't misuse it, and every scandal like this one is proof that trust needs to be verified, not assumed.

Milwaukee residents deserve more than reassurances that the program will continue as-is. They deserve public audit data, real consequences, and a say in whether this dragnet belongs in their neighborhoods at all.
