Flock Announces Internal Reforms Amid Privacy Backlash

Texas Scorecard · 2 months ago

The short version: Texas Scorecard covers Flock's announced 'reforms,' but cosmetic policy tweaks don't fix a surveillance network that was never put to a public vote.

Our Take

Texas Scorecard's report on Flock Safety's newly announced "privacy safeguards" is worth a watch, if only to see how predictable the playbook has become. Every time public outrage spikes — another story of cops running plates for an ex, another out-of-state agency caught fishing through a local network — the company rolls out a press release promising reform. Policy updates and audit trails sound good on paper, but they're written by Flock, enforced by Flock, and reviewed by nobody with actual power to shut the system down.

The real problem was never a missing checkbox in the terms of service. It's that thousands of these cameras got installed on public roads with little to no public input, feeding a searchable, shareable database that outlives any single mayor's term or police chief's good intentions. Self-policing by the vendor selling the surveillance isn't accountability — it's a liability shield dressed up as a concession.

Texas Scorecard deserves credit for keeping this story in front of people who might otherwise never hear about it. If you want to see whether Flock has cameras clocking your commute, check our camera map, and if your town hasn't had a real public debate about this tech, our take-action page has tools to force one.
