As the video lays out, some of these rigs are doubling as housing for Flock Safety ALPR cameras, quietly logging every plate that rolls by. It's a clever bit of camouflage — nobody slows down to worry about a speed sign, which is exactly the point.

This is the core problem with ALPR expansion in Texas and everywhere else: the public rarely gets a real say before these systems go live, and when the hardware is disguised as routine traffic infrastructure, there's no chance to even notice, let alone object. Whether it's parked outside a church, a clinic, or a school pickup line, the camera doesn't care about probable cause — it just logs the trip, timestamps it, and drops it into a database that can be queried long after the fact. The political irony the video points to, of "small government" officials bankrolling a private out-of-state surveillance vendor, is worth sitting with.
