Credit to Signal Cleveland for actually recording and airing this exchange — most cities extend these contracts with zero public record of what was said, let alone asked.
What's missing from these hearings, again and again, is the hard follow-up. Who audits the access logs? Which outside agencies can query Cleveland's plate reads, and under what agreements? How long is data retained, and what happens when it's shared with ICE, a neighboring county, or a federal database nobody voted on? "Safeguards" is a word police chiefs use in every one of these meetings nationwide — it's rarely backed by an enforceable policy the public can actually inspect.
