Credit where it's due: Cory Salisbury knows a good headline when he sees one. "Flock cameras are tracking your every move" is a hook, and then the video pivots to promoting a free 30-minute class on something else entirely. That bait-and-switch is a little grating if you came for substance on ALPRs, but it's also a useful data point — even outside the privacy and civil-liberties world, people now recognize "Flock" as shorthand for mass surveillance. That's not nothing.

It also says something uncomfortable: the Flock story has become so widely known that it's being used as clickbait for completely unrelated content. That's a double-edged sword. On one hand, awareness is spreading — good. On the other, the actual substance (how these cameras work, who's buying them, how your plate data moves between agencies and companies) gets flattened into a one-liner used to juice a thumbnail. The real story is less about being "tracked" in some abstract sense and more about the specific, local, often secretive expansion of ALPR networks into neighborhoods that never got a real public debate about it.
