That's worth noting up front: when the company doing the selling is also the one producing the press hit, "protects safety and privacy" is a marketing line, not an independent finding. Local news segments like this rarely ask the harder questions — who can query the database, how long plate scans are kept, or whether Valdosta PD shares access with other agencies, including federal ones.
"Privacy" and "ALPR network" aren't naturally compatible phrases. Every plate that rolls past a Flock camera gets logged — time, location, direction of travel — whether or not the driver is suspected of anything. That's a permanent movement record built on everyone, not just people police are investigating. Calling that privacy-protective requires some fairly generous framing, especially when audit logs and public reporting on misuse are typically thin to nonexistent.
