Prescott Valley: August 24, 2023 | Proposal for DEMA Grant & Flock License Plate Readers

Jen's Two Cents. | Jen & Friends Podcast · 11 months ago

The short version: Prescott Valley's council quietly rubber-stamped a quarter-million-dollar DEMA grant for Flock ALPRs tied to border-crime prosecution, with zero real debate.

Our Take

Credit to Jen's Two Cents for sitting through this one so the rest of us don't have to. The footage shows exactly how these programs get greenlit in towns across the country: a police department pitch wrapped in emergency-management and border-security language, a six-figure state grant already lined up, and a council vote that takes less time than a coffee break. Five yeses, no debate, no public pushback captured on tape — and just like that, Prescott Valley has a quarter-million-dollar license plate surveillance pipeline.

The DEMA angle is worth sitting with. Framing ALPRs as a tool for "prosecution and imprisonment for border-related crimes" is a familiar move — it borrows the urgency of border security to fund a system that will spend its actual working life tracking ordinary residents driving to work, church, or the pharmacy. Flock's pitch decks always lead with the scary hypothetical; the day-to-day reality is a blanket log of everyone's movements, retained and searchable, with far less oversight than the grant paperwork suggests.

This is how the national ALPR map keeps growing — not through public referendums, but through grant-funded pilot programs nobody outside the council chamber is watching closely. If you want to see whether Prescott Valley's cameras (or ones near you) are already logging plates, check our camera map, and if you'd rather not wait for the next quiet 5-0 vote in your own town, our take-action page has steps for pushing back before the contract is signed.
