The bigger story behind the clip is that Flock's network has grown so large, so fast, and with so little public input that crowdsourced mapping has become a necessary form of civic transparency. Local governments rarely hold hearings before bolting these units to utility poles, and most residents only discover a camera exists after their plate shows up in a police report.
