Robert Keim Prison Systems Own Investigator Charged Over Flock Cameras

OhDangReally · 1 month ago

The short version: A Georgia prison investigator's arrest for misusing Flock cameras is the 12th such case in 58 days, proof that 'trust us' audits can't substitute for public oversight.

Our Take

Credit to OhDangReally for tracking this one: Robert "Bobby" Keim, the Georgia Department of Corrections' own special agent in charge of investigations, is now sitting in the Putnam County Jail for allegedly misusing Flock license plate readers and violating his oath of office. The twist the channel rightly flags — his own agency caught him through an internal audit, not some external watchdog or court order. That's the system working exactly once, after presumably failing silently for who knows how long before anyone looked.

But the real story isn't one bad investigator. It's the number: 12 Georgia officers charged across 8 agencies in 58 days. That's not an outlier, that's a pattern baked into a surveillance architecture built on the honor system. Flock's pitch has always been that query logs and audits keep abuse in check. What these dozen cases actually show is that abuse keeps happening anyway, and gets caught only when an agency decides, on its own timeline, to go looking. Georgia residents have no way of knowing how many queries never get audited, or how many "self-reports" never happen because nobody runs the check.

This is why we keep pushing for public, independent audit trails and real limits on who can run a plate and why — not just internal review boards policing themselves after the fact. If you want to see where these cameras are watching you, check our map, and if you're ready to push back on unchecked ALPR deployment in your town, our take-action page has next steps.
