It's a tidy pitch, and we get why it's appealing. But "neutral technology" is a myth that surveillance vendors love to sell. Someone still decides where to bolt the cameras, which plates get flagged, which neighborhoods get blanketed with coverage, and what counts as "suspicious." Bias doesn't vanish — it just moves upstream into code, policy, and procurement decisions that are far harder for the public to scrutinize than a single officer's judgment call.

There's also a bigger issue the video doesn't touch: even a perfectly "unbiased" ALPR network is still a dragnet. Flock's systems log the movements of everyone who drives past, not just people suspected of anything, and that data can sit in databases, get shared across agencies, or end up in the hands of people with nothing to do with the original case. A camera that never discriminates can still enable a surveillance apparatus that treats every driver as a suspect by default.
