DJI Enterprise's case study on Asheville PD is a polished piece of brand marketing, and it's worth watching with that in mind. A hurricane recovery story about faster rescues is a sympathetic hook, but what's actually being built is 13 permanently staffed drone docks, an FAA waiver for beyond-visual-line-of-sight flight, and a private company, Ovrwatch, running the network for the city. That's not a one-time emergency tool. That's standing aerial infrastructure that can be tasked for anything police decide is worth a look, long after the disaster response headlines fade.
This is the same pattern we track with license plate readers: a narrow, emotionally compelling justification (missing kids, storm rescues, violent fugitives) gets used to install a much broader always-on surveillance capability, and then the mission quietly expands. Drone-as-first-responder programs raise the same questions Flock's camera network does — who approves flights, what's recorded and retained, who else gets access to the footage, and what happens when '30-second response' becomes '30-second check on whoever we're curious about.'
