Credit to Waller GOP Pct. 209 and moderator Josh Posey for putting Flock's Fourth Amendment implications on the agenda at all — most local panels don't bother. But look at the lineup: the DA, the sheriff, and the county's own ALPR program administrator explaining why the county's own surveillance program is lawful and fine. That's not independent scrutiny, that's a program marketing itself through the people who run it. When Chief Shields, as "ALPR Program Administrator," is also the person reassuring the public about privacy safeguards, you're not getting a check on power — you're getting the same office grading its own homework.

The Fourth Amendment discussion is the real meat here, and it's worth watching closely, but remember that courts have been slow and inconsistent on whether blanket, always-on plate scanning of every driver — guilty of nothing — constitutes a "search" at all. A DA saying it clears constitutional muster today doesn't mean it survives the next appellate ruling, and it definitely doesn't mean the retention windows, data-sharing agreements, or vendor access get less invasive over time. Grant funding covering the upfront cost is also doing a lot of quiet work in this story — free money from state or federal sources has a way of turning "pilot program" into permanent infrastructure before residents get a real vote.
