Safety or concern? 50 Flock Safety cameras installed throughout Elmira

WETM 18 News · 4 years ago

The short version: Elmira's city council is weighing 50 new Flock cameras, and WETM 18 News frames it as the safety-versus-surveillance fight it really is.

Our Take

Fifty ALPR cameras for a city of roughly 27,000 people is not a modest pilot program — it's a dense surveillance net capable of logging where every driver in Elmira goes, how often, and with whom. Credit to WETM 18 News for getting cameras in front of council ahead of the vote, because these decisions have a habit of sailing through on a "public safety" agenda item with little public debate until the hardware is already bolted to the poles.

The pattern is familiar: a vendor pitch about stolen cars and Amber Alerts, a quiet council discussion, then a city wakes up blanketed in devices that photograph every passing plate whether or not anyone's suspected of anything. Once that data exists, it doesn't stay contained to solving one crime — it becomes a permanent movement record that can be pulled, shared, or subpoenaed for reasons that have nothing to do with why the cameras were sold to residents in the first place. Elmira taxpayers deserve to know the retention policy, who can access the data, and whether there's any audit trail before council signs off.

If you're in or near Elmira, check our camera map to see what's already been deployed nearby, and use our take-action resources to push your council for real answers before the vote, not after the cameras are already running.
