Credit to KVUE for getting this on the record: Liberty Hill's council didn't just quietly let a Flock Safety contract lapse, they voted to end it. That's a meaningful distinction. Plenty of cities renew these deals on autopilot because nobody on the dais asks hard questions about where the data goes, who can query it, or what happens when a neighboring agency runs a plate search that has nothing to do with Liberty Hill's streets. This council apparently asked those questions and didn't like the answers.

Small-town pullbacks like this matter more than they might seem to from the outside. Flock's pitch to city councils leans heavily on the idea that once a few departments sign on, the network effect makes opting out feel pointless — your drivers get tracked by the next town over regardless. But every contract that gets cancelled is a crack in that inevitability narrative, and it gives cover to the next council member in the next small city who's nervous about raising the same concerns. Liberty Hill just made that conversation easier somewhere else in Texas.
