Credit to FOX 26 Houston for putting actual Conroe residents in front of a camera instead of just running a city press release. That's exactly how these fights get won or lost — in city council chambers, before the contract is signed, not after the cameras are already bolted to poles and the data is already flowing to whoever wants it.

Conroe is in the window every town gets exactly once: before the vote. Once council approves the funding, residents are stuck negotiating around a system that's already live, already logging plates, already quietly building a database of who drives where and when. The residents raising concerns here understand something a lot of city councils conveniently skip over — that "it's just for solving crimes" doesn't explain why every plate, every trip, every innocent driver gets vacuumed up and retained regardless of suspicion.
