A resident stands up during the public comment period of a city council meeting — the one sanctioned, legally protected venue where citizens are supposed to question their government — and gets hauled out mid-sentence for criticizing automated license plate readers. That's not a security incident. That's a message.

We don't know every detail of what led to this arrest, and we won't pretend we do.
