Credit to Curseofpele for putting the core question plainly: where do you draw the line between public safety and data privacy? It's the right question, and it's one most cities never actually let residents answer before a few hundred Flock Safety cameras go up on utility poles and start logging every car that passes.

The "balance" framing sounds neutral, but in practice these systems are deployed with almost no public debate, no independent audit of how long plate data sits in a database, and no real limit on which agencies get to query it later. "Public safety" is doing a lot of work in that sentence when the actual record shows these networks are used for far more than the handful of violent-crime cases cited to get them approved.
