No mention of oversight, retention limits, or who gets access to the data. That's the point: this hardware is sold as a commodity, and increasingly it's installed by HOAs, small businesses, and private landlords with zero public accountability.

Flock gets the headlines because it's a subscription network with police partnerships baked in, but the underlying capability — mass, automated plate capture — doesn't require Flock at all. Any camera reseller can walk a customer through turning a parking lot or driveway into a surveillance chokepoint, and that footage can end up shared, hacked, or subpoenaed just as easily as anything in a networked ALPR system.
