KHOU 11's report gives real weight to Debra Thomas's grief and relief — nobody should begrudge a family closure in a murder case. But 'it helped catch a killer' is the industry's favorite anecdote, and it's doing a lot of work here to justify a network of cameras that logs the movements of everyone, not just murder suspects. One solved case doesn't tell us how many innocent drivers were flagged, how long their location data sat in a database, or which agencies quietly shared access to it.
That's exactly the tension Texas lawmakers are wrestling with right now, and credit to KHOU for at least framing this as an active policy debate rather than a settled win for law enforcement. The harder questions — retention limits, audit trails, out-of-state data sharing, and who's watching the watchers — rarely make it into a five-minute segment built around a single sympathetic case.
