Windsor ends Flock Safety camera contract over privacy concerns

NBC Connecticut · 3 months ago

The short version: Windsor, Connecticut pulled the plug on its Flock Safety contract, shutting off all 16 cameras over privacy and data concerns, per NBC Connecticut.

Our Take

Credit to NBC Connecticut for the reporting here, because this is exactly the kind of local accountability moment that doesn't get enough attention. A town council and mayor looked at a live ALPR contract, weighed the privacy tradeoffs, and decided the vendor relationship wasn't worth it. That's not a rejection of public safety — it's a rejection of the idea that surveillance infrastructure should be a permanent, unquestioned fixture once it's installed.

Notice the shape of Flock's response: a national tally of missing persons found and investigations "supported." That's the standard playbook — big aggregate numbers, no local specifics, no independent audit of how many of those investigations actually needed a dragnet plate-reading network versus a warrant, a tip, or old-fashioned police work. Windsor's mayor said the town still values the technology but couldn't get comfortable with how data was being protected and handled. That distinction matters. The problem was never that cameras exist somewhere — it's who controls the data, how long it's kept, who else can query it, and whether residents ever consented to being tracked every time they drive to church, a clinic, or a protest.

Sixteen cameras coming down in one town won't dismantle the surveillance network blanketing the rest of the country, but it proves these contracts aren't set in stone.
