In our experience tracking these rollouts, a temporary test is almost always the opening move in a sales playbook, not a genuine experiment with an uncertain outcome. Once a city has sunk money and political capital into a pilot, council members rarely want to be the ones who pulled the plug.

Ninety days is also plenty of time for a department to quietly build the case that the cameras are indispensable, usually by pointing to a handful of hits without disclosing how many plates were scanned, how long the data sat in a database, or who else — federal agencies, other departments, data brokers — got access to it along the way. Small towns like Junction City rarely have the staff or leverage to negotiate real guardrails on retention, audits, or sharing before they sign.
