Flock and similar vendors pitch cities on 'free trials' or small pilot programs, then quietly scale up plate-reading and camera networks while the people footing the bill and living under the lenses have no idea it happened. When even elected officials are caught flat-footed, residents have even less chance of knowing what's watching them or how long the footage sits in some company's database.
