That gap between the thin, boilerplate reason and the enormous dragnet it unlocks is the whole scandal in miniature.

This is exactly the accountability gap we keep hammering on: Flock's audit trail looks rigorous on paper, but 'reason given' fields are rarely checked, rarely challenged, and almost never trigger pushback from the agencies that are supposed to police their own usage.
