Jon Bouche's "Saving Texas" series has a knack for naming the stock talking points Flock Safety and its police partners lean on, and "your license plate doesn't belong to you" is one of the slipperiest. Sure, a plate is visible to anyone on the sidewalk. But that old logic was built for a world where a cop or a neighbor might glance at your plate once, not a world where a networked camera grid logs every plate, every time, and stores it in a searchable database for months. Treating those two things as legally identical is how mass surveillance gets a free pass dressed up as common sense.

The point Bouche is driving at matters because the "no expectation of privacy" line isn't really about your plate at all — it's about your pattern of life. Where you go to church, who you visit, what time you leave your house: all of that gets reconstructed from "public" plate data stitched together across a city or county. That's a fundamentally different kind of exposure than a single sighting, and it deserves a fundamentally different legal and political response.
