When a major statehouse newsroom like The Texas Tribune feels the need to publish a plain-English explainer asking "what's a Flock camera?", it tells you something: these devices have spread fast enough that regular people are noticing them on street corners and asking what's actually collecting their data. We give credit to the Tribune for putting the basics in front of a wide audience — that's exactly the kind of public awareness this fight needs more of.

But an explainer is just a starting point. The harder questions — who in your city approved this contract, how long your plate scans are stored, which agencies outside your town can query that data, and whether any human is checking it for abuse — rarely get answered in a three-minute video. Texas has become one of the most Flock-saturated states in the country, which makes local scrutiny there more urgent, not less.
