That's not hypothetical paranoia — it's the predictable outcome of giving thousands of police employees query access to a rolling log of where everyone drives.

The core problem is auditing, or the lack of it. Flock's own audit logs exist, but they only matter if departments actually review them, punish misuse, and tell the public when it happens. Too often, these systems run on trust rather than oversight, which means stalking by badge can go undetected for a long time before anyone notices a pattern.
