In reality, these two things aren't in tension in the way the company's marketing suggests. A camera can solve a stolen car case on Tuesday and still feed a database that logs every resident's daily movements 365 days a year. Both things are true at once, and the second one rarely gets discussed at the city council meeting where the contract gets approved.

That's the core problem with the "tool" framing — it treats Flock as a static device rather than what it actually is: a growing, networked surveillance system that shares data across agencies and states, often with little public oversight and no expiration date.
