Pasco: no more Flocking around

Stephanie Vazquez · 1 month ago

The short version: Pasco pulled the plug on Flock ALPRs and declined to swap in Axon's version instead — proof that local pushback can actually win.

Our Take

Credit to Stephanie Vazquez for tracking this one closely: Pasco cancelling its Flock contract is a real data point in a fight that usually feels one-sided. These systems tend to get installed quietly and then treated as permanent infrastructure, so a city actually walking one back — and refusing to just rebrand the problem by signing with Axon instead — is worth paying attention to.

That second part matters as much as the cancellation itself. Vendors change, marketing changes, but the underlying issue doesn't: a network of cameras logging every plate that passes, building a searchable record of where residents go and when, with minimal transparency about who can access that data and why. Swapping Flock for Axon's ALPR line would have been the same surveillance apparatus with a different logo.

If you want to see whether your own city has quietly rolled out this kind of tracking, check our camera map, and if you're ready to push back the way Pasco residents apparently did, our take-action guide walks through how local campaigns like this actually get won.
