We can't vouch for every device or claim made in it, but the underlying instinct is sound: if you're worried about being tracked, your phone and your car are two of the biggest leaks in your life, and license plate readers are exactly the kind of infrastructure that turns 'just driving somewhere' into a logged, timestamped, searchable event.

Off-grid radios and mesh networks won't do anything about a Flock Safety camera photographing your plate at the end of your street, but the mindset behind seeking them out — assume the default networks are watching, and plan accordingly — is the same mindset this site exists to encourage.
