If Flock can push a remote "configuration change" that adds audio surveillance to hardware a city already approved, then every single Flock deployment in the country is a loaded gun with an invisible trigger. No new hearing. No new consent. No new vote. Just a software update turning a license plate camera into something closer to a listening device, and the public finding out only when a journalist or lawyer catches the discrepancy between what the company says and what the police department confirms.
