The pitch is familiar — drones launch automatically from rooftop docks, beat officers to the scene, and feed live video into dispatch, all framed as safer for cops and reassuring for residents. What's left out is the bigger picture: Elk Grove is one more city where a private vendor is building out a persistent aerial surveillance layer on top of its existing ALPR network, with almost no independent evaluation of how often these flights happen, what airspace waivers allow, or how long footage sits in Flock's cloud.

"Beyond visual line of sight" flight and real-time CAD integration sound efficient, but they also mean a police department can now put a camera over any backyard in the city on a routine call, not just a manhunt. The "transparency portal" Flock highlights is a PR product Flock itself designed and controls — it tells the public what the company wants shown, not what an independent auditor would flag. None of this is illegal, but it's a significant expansion of surveillance capability being marketed with feel-good anecdotes instead of debated in the open as policy.

Drone-as-first-responder programs deserve the same scrutiny as fixed ALPR cameras: public records requests, retention limits, and city council votes, not just a vendor's highlight reel.
