Credit to GTFOH Loudon County for doing the unglamorous work of actually reading contracts and following procurement trails. Their video lays out something we see in town after town: a handful of cameras framed as a modest "public safety tool" turns out to be one layer in a much bigger stack. Here it's not just 17 Flock cameras across two departments — it's Flock plus SoundThinking's CrimeTracer plus IBM's TITAN predictive analytics system, the last of which has apparently been running quietly through the Tennessee Highway Patrol in all 95 county sheriffs' offices since 2017 with essentially no public disclosure.

That's the part that should bother people regardless of where they land on policing. These systems get bundled through state contracts and vendor agreements that never touch a city council agenda or a ballot. Residents wake up one day to learn their plate reads are searchable by out-of-state agencies with no warrant, and that a predictive policing tool has been scoring their county for close to a decade without so much as a public hearing. Consent isn't implied by silence — it has to be asked for, and in Loudon County it clearly wasn't.
