Funding pauses don't mean surveillance networks disappear — cities and counties can still sign contracts on their own dime — but when a governor's office starts asking questions about how taxpayer money flows into a nationwide ALPR dragnet, that's a crack in the 'nothing to see here' consensus that's let Flock blanket Texas with license plate readers largely unchallenged.

We'd caution readers not to read too much into a single funding pause. These systems have proven resilient to political pressure before, and 'pause' is not 'ban.' The real test is whether this translates into actual guardrails: audits of how plate-read data gets shared, limits on which agencies can query it, or public disclosure of where cameras actually sit.
