This is exactly the scenario privacy advocates keep getting dismissed for warning about — that a tool pitched as 'just finding stolen cars' inevitably gets turned into a personal lookup service for cops with a grudge, a crush, or a side hustle. Once that data exists, the only thing standing between 'public safety tool' and 'stalking tool' is the self-restraint of whoever has a login.

What makes this case notable isn't that it happened — it's that it got caught at all. Most ALPR audit trails are thin, oversight is self-policed by the same agencies running the cameras, and departments rarely volunteer when an officer has been poking around in plate histories for reasons that have nothing to do with a warrant or an active case.
