Flock Safety Privacy Concerns vs. ALPR for Gated Community Access
The short version: A gated-community ALPR vendor argues its closed-loop access system is fundamentally different from Flock Safety's networked surveillance dragnet — and on the core privacy point, they're right.

Nikki Gibbons of Safe Passage Solutions makes a distinction worth taking seriously: not all license plate readers are built the same. A camera that checks your plate against a private list to open a gate, then discards the data, is categorically different from a Flock Safety node that logs every plate, time, and location and feeds it into a searchable, shareable database used by police departments across the country. One is access control. The other is a movement-tracking system that happens to also work as access control.
That said, we'd push back gently on framing this as an either/or comparison that lets Flock off the hook. The privacy concern with Flock was never really about whether ALPR can be used responsibly — it's about what happens when a private company builds a nationwide, cross-jurisdictional network of your daily movements and hands cops a search bar for it, often with little oversight, audit trail, or community consent. A gated community's closed-loop system doesn't do that. It doesn't need to. The technology being similar under the hood doesn't mean the systems pose the same risk to the public.
Still, it's a useful video for showing that ALPR isn't inherently the enemy — the business model and data-retention practices are what matter.
