Credit to Riley Rodriguez for getting a camera into the room. Council chambers are where these surveillance contracts actually get decided, and most of the public never sees the pitch, the slides, or the pushback. Whatever happened in Abilene on September 24th, just having footage of a Flock presentation and the public comment that followed is more transparency than most cities offer.

We don't have the specifics of what was said, but the pattern around these presentations is remarkably consistent across the country: a vendor slideshow heavy on crime-reduction anecdotes, light on independent data, followed by a handful of residents asking who gets access to the plate reads, how long they're stored, and whether ICE or other outside agencies can query the system. Those are the questions that matter, and they're rarely answered to anyone's satisfaction in a single meeting.
