That's a small, almost funny detail, but it says something real. When a surveillance camera network becomes recognizable enough to drop into a sandbox game for flavor, it means that network has fully entered the background hum of American life — the same way parking meters or traffic lights did decades ago.
The problem is that Flock cameras aren't background noise. They're a nationwide, largely unregulated system logging where real people drive, parked outside churches, clinics, and neighborhoods, often without clear public oversight or opt-out. A video game mod treats it as scenery; in reality it's a live database that police departments and, in some cases, private companies can query. The gap between 'funny game detail' and 'quietly pervasive tracking grid' is exactly the gap we try to close.
